Parliament, Friday, 12 September 2025 – The National Council of Provinces (NCOP), in partnership with the South African Local Government Association (SALGA), will next week from Tuesday, 16, to Friday, 19 September 2025, host a hybrid Local Government Week (LGW2025) in the Cape Town Metropolitan Municipality. Delegates to the NCOP, Members of the Provincial Legislatures, the South African Local Government Association (SALGA), Ministers, MECs, Members of Municipal Council and relevant stakeholders are expected to participate in the week-long programme.

Section 152 of the Constitution sets out the objectives of local government, as amongst others, to ensure the provision of services to communities in a sustainable manner, promote a safe and healthy environment; and encourage the involvement of communities and community organisations in the matters of local government.

The LGW2025, a key feature on the NCOP’s annual programme, aims to foster national reflection on issues impacting on local government and find solutions for improved service delivery and good governance. This year’s LGW2025 will be held under the theme: “Restoring the dignity of our people through spatial planning, provision of human settlement and water and sanitation”. The focus will be on the mechanisms that the national and provincial spheres of government can implement to assist the local sphere in improving service delivery on spatial planning, human settlement, water and sanitation.

This year’s LGW2025 programme will see delegates to the NCOP, together with members of the Western Cape Provincial Legislature, conduct oversight in the Cape Flats areas of Dunoon, Gugulethu, Khayelitsha and Phillipi on Wednesday, 17, and Thursday, 18 September 2025. The programme will culminate in a report-back plenary session on Friday where NCOP delegates will discuss LGW2025 outcomes.
