Parliament, Tuesday, 28 March 2023 – The National Council of Provinces (NCOP) will convene a Three Sphere Planning Session on Wednesday and Thursday, 29 – 30 March 2023, under the theme: “Delineating key priorities for consolidation and implementation during the final year of the sixth dispensation”.

Key issues this planning session will focus on include effectively addressing policy implementation weaknesses and coordination disjuncture across the three spheres of government.

It also seeks to identify and address the underlying weaknesses across the political and bureaucratic interface, which often impede the accelerated implementation of key development goals. It further aims to establish coherence in the three-sphere ‘planning and implementation processes’ while enabling the NCOP to perform its constitutional mandate of appropriately serving as a three-sphere coordination and implementation construct, through targeted and outcome-based oversight.

The NCOP views 2023 as a critical year for delineating critical priorities to shape its oversight agenda, particularly for purposes of ensuring a targeted policy implementation drive in the remaining months of the sixth Parliamentary term.

The session will be attended by various key stakeholders from the national, provincial and local government spheres that include – Deputy President Paul Mashatile and the Minister in the Presidency Responsible for Planning, Monitoring and Evaluation.

The session will also be attended by several other Cabinet Ministers from the national departments of Cooperative Governance and Traditional Affairs, Small Business Development, Public Works and Infrastructure, Communications and Digital Technologies, the Premiers and Members of the Executive Council (MEC’s) from all the nine (9) South African provincial legislatures, the Deputy Chairperson of the National Planning Commission of South Africa, the United Nations Resident Representative in South Africa, Chairperson of the Commission on Gender Equality, the Chairperson of the National Youth Development Agency, Director of the Parliamentary Budget Office and the Chairperson of the Finance and Fiscal Commission.

Venue: NCOP Chamber and Virtual platforms.
