Parliament, Tuesday, 10 March 2026 – The National Council of Provinces (NCOP) will tomorrow, Wednesday, 11 March at 14:00, hold a hybrid sitting for an oration of condolences on the passing of its founding Chairperson, Mr Mosiuoa Gerard Patrick Lekota.
Mr Lekota was elected as the first NCOP Chairperson in 1997, delegated to the House by the Free State after serving as the province’s first Premier from 1994 to 1996. He later served as the Minister of Defence from 1999 to 2008.
A condolences message book is open in the Queens Hall, NCOP Building, for signing by Members of Parliament and the public.
During the sitting, the NCOP will also hold a debate titled: “Towards Improved Intergovernmental Coordination in Border Management: Meeting Humanitarian and Service Delivery Obligations.” The House is also scheduled to consider the National Gambling Amendment Bill, several Select Committee reports and conclude its business for the day with Notices of Motion and Motion without notice.

The National Assembly (NA), meanwhile, will hold a question-and-answer session with Ministers from the Social Services Cluster at 15:00.
The cluster comprises of Ministers responsible for Higher Education; Basic Education; Human Settlements; Water and Sanitation; Sport, Arts and Culture; Health; and Social Development.
Parliament uses a range of instruments to scrutinise and oversee executive action. Section 92(2) of the Constitution also stipulates that Cabinet Members are accountable collectively and individually to Parliament for the exercise of their powers and performance of their functions.
