Parliament, Tuesday, 29 July 2025 – The National Council of Provinces (NCOP) will, during its hybrid plenary tomorrow (Wednesday, 30 July at 09:00), consider the Appropriation Bill and the Eskom Debt Relief Amendment Bill.
The two Bills were adopted by the National Assembly (NA) on Tuesday and Wednesday, respectively, last week. As is the case with money bills, the NCOP also need to approve them to pave the way for the finalisation of the budget process.
The Appropriation Bill provides for the appropriation of funds from the National Revenue Fund for the 2025/26 financial year, which includes transfers to provinces and municipalities through conditional grants, equitable shares and other funding methods to support the fulfilment of the constitutional obligations.
The Eskom Debt Relief Amendment Bill amends the original Eskom Debt Relief Act of 2023 to introduce interest payments on loans provided to Eskom, instead of the original interest-free loan structure. The amendments also empower the Minister of Finance to reduce the loan amount in the event of non-compliance with the conditions.
