Parliament, Wednesday, 15 July 2026 – The Chairperson of the National Council of Provinces (NCOP), Ms Refilwe Mtshweni-Tsipane, today continues her official working visit to the Russian Federation with a programme that combines high-level parliamentary engagements with activities that promote historical understanding and cultural exchange.
The highlight of the day's programme will be a bilateral meeting with the Chairman of the State Duma of the Federal Assembly of the Russian Federation, His Excellency Mr Vyacheslav Volodin. The engagement forms part of Parliament's ongoing efforts to strengthen bilateral parliamentary relations between South Africa and the Russian Federation and to deepen cooperation between the two legislatures.
The discussions are expected to focus on strengthening parliamentary diplomacy, enhancing legislative cooperation, advancing people-to-people relations, and exploring opportunities for collaboration in areas of mutual interest, including economic development, education, science and technology, youth development, agriculture and regional cooperation. The leaders will also exchange views on strengthening cooperation within multilateral parliamentary platforms.
As part of the programme, the Chairperson and the South African delegation will visit the Central Museum of the Great Patriotic War of 1941–1945, where they will gain further insight into one of the defining chapters of Russia's history War.
The parliamentary delegation's visit continues to reaffirm Parliament's commitment to strengthening bilateral relations with the Russian Federation through constructive dialogue, parliamentary diplomacy and cooperation that advances the interests of the people of both countries. The visit builds on the longstanding friendship between South Africa and Russia, reinforces cooperation under the 2014 Memorandum of Cooperation between the two Parliaments, and contributes to the broader objectives of BRICS parliamentary cooperation and South Africa's international parliamentary engagements.
The South African delegation comprises NCOP Members of Parliament Ms Sindiswa Masumpa and Ms Sanny Ndhlovu, as well as National Assembly Members of Parliament Mr Mogodu Samuel Moela and Mr Imraan Ismail Moosa.
