Parliament, Monday 18 June 2018 – The Constitution empowers Parliament to make final decisions about government spending so that the people, through their democratically elected representatives, can have a say on budget plans, which have a major impact on all citizens.

The National Council of Provinces is scheduled to conclude its policy debates on individual departments’ budget votes this week and to consider the Appropriation Bill on 28 June. The policy debates on the Budget Votes of the Social Development, Health and Co-operative Governance and Traditional Affairs departments all take place at plenary sittings in the National Council of Provinces Chamber starting from 14.00 on Tuesday and on Thursday.

At Thursday’s sitting, Deputy President David Mabuza is also scheduled to answer questions for oral reply. The questions cover issues, such as, the Community Works Programme, the Expanded Public Works Programme, Deputy President Mabuza’s recent visit to Russia and whether any current or future nuclear power agreements were made, whether government was making any progress in using existing programmes like Operation Phakisa and other land reform initiatives to ensure the return of land to labour tenants and farm dwellers, introduction of a draft Communal Land Tenure Bill and whether there were any engagements between government and the Human Resource Development Council of South Africa to look at leveraging potential benefits of the fourth industrial revolution – especially to create more work opportunities.
