Parliament, Wednesday, 13 November 2024 - The two Houses of Parliament, the National Assembly (NA) and National Council of Provinces (NCOP), will convene their respective Programme Committee meetings tomorrow morning at 08.30 to plan for Parliament's business.

The meetings will, among other things, consider the draft programme of the respective houses, committee reports, and Bills before the Houses.

At 14:00, the NA plenary will receive a briefing from the Minister of Public Works and Infrastructure, Mr Dean McPherson, on the delays in completing infrastructure projects. After the ministerial briefing, members of the NA will ask the ministers from the Governance Cluster (3) oral questions. The cluster comprises ministers responsible for Cooperative Governance and Traditional Affairs; Public Service and Administration; Women, Youth and Persons with Disabilities; and the Presidency (GCIS), Planning, Monitoring and Evaluation.

Parliament uses a range of instruments to scrutinise and oversee executive action. Section 92(2) of the Constitution also stipulates that Cabinet members are accountable collectively and individually to Parliament for the exercise of their powers and performance of their functions.

At the same plenary, Members of the NA will also consider Budget Review and Recommendations Reports of the Portfolio Committees on Public Service and Administration, Defence and Military Veterans, and Communications and Digital Technologies.

On the same afternoon at 14:00, the NCOP will hold a hybrid sitting to consider the Revised Fiscal Framework. This will be followed by a debate on Provincial Week, which was conducted from 16 to 20 September 2024. House Delegates will conclude their business for the day with an African National Congress-sponsored debate on decisive measures to fight against extortion rackets and protection fee syndicates to prevent the criminalisation of the township and rural economies.
