Parliament, Wednesday, 24 May 2023 – Both the National Assembly (NA) and the National Council of Provinces (NCOP) will tomorrow at 08.30, hold their Programming Committee Meetings to consider the draft parliamentary programme, committee reports and Bills before the two Houses of Parliament.

The NA Programming Committee Meeting (NAPC) will be convened physically as follows:

The NAPC will precede a hybrid plenary session to take place at 2 pm where Deputy President Paul Mashatile will be answering questions for oral reply by the Members of the National Assembly.

As stipulated in Section 92 (2) of the Constitution, Members of the Cabinet are accountable collectively and individually to Parliament for the exercise of their powers and the performance of their functions. The Deputy President appearing before the House for a Questions and Answer session for Oral Reply is one of the mechanisms that Parliament employs to conduct its oversight function over the Executive.

Also at the same sitting, the House will consider several committee reports and Bills, that include:

  1. Report of the Standing Committee on Appropriations on Eskom Debt Relief Bill [B5 - 2023].
  2. Report of the Standing Committee on Finance on Municipal Fiscal Powers and Functions Amendment Bill [B 21 - 2022].
  3. Report of the Standing Committee on Finance on Financial Matters Amendment Bill [B 20 - 2022].
  4. Decision of Question on Draft resolution (Mr K J Mileham) on Establishment of an Ad hoc Committee in terms of Rule 253(1)(a) to exercise oversight over the new Minister of Electricity and the implementation of the Office of Minister Ramokgopa’s programme of action (no debate).
  5. Debate on Africa Day, themed: “Deepening the African Union’s vision of African unity, peace, prosperity and development.”

The NCOP’s Programming Committee Meeting will be held as follows:

Later in the day at 2 pm, the House will hold a hybrid plenary session to deliberate on committee reports, legislation (Bills) and policy debates on the following departmental budget votes:

  1. Budget Vote 36: Department Small Business Development (Provisional).
  2. Budget Vote 39: Department of Trade, Industry and Competition and
  3. Budget Vote 38: Department of Tourism.
