Parliament, Friday, 5 December 2025 – The KwaZulu-Natal (KZN) delegation of the permanent delegates to the National Council of Provinces (NCOP) has adopted its report on the 2025 NCOP Provincial Week programme, which was conducted from 18 to 21 November in Umgungundlovu District Municipality.
In adopting the report in its meeting yesterday in the NCOP, the delegation commended the KZN provincial executive for cooperative governance. The report will be submitted to the NCOP for its consideration and adoption.
The KZN Provincial Whip and the leader of the delegation, Mr Mzamo Billy, also commended the Premier of KZN, the Speaker of the KZN legislature and the Chief Whip of the legislature, MECs and mayors for their full participation and constructive engagement during the Provincial Week Programme.
Mr Mzamo said: “The 2025 Provincial Week Programme has demonstrated that when the NCOP, the provincial executive and municipalities work together, we can identify blockages, enforce accountability and accelerate service delivery for the people of KwaZulu-Natal.”
The delegation noted exemplary performance at uMngeni Municipality, particularly the Howick Taxi Rank Public-Private Partnership, which was delivered on time, within budget, and with private-sector investment. The project has now been recommended as a national best-practice model for future municipal private-partnership projects.
The delegation also praised Richmond Local Municipality for delivering high-quality road rehabilitation projects on schedule and with efficient Municipal Infrastructure Grant spending, and demonstrating what well-managed municipalities can achieve.
The delegation also noted challenges. These include the stalled Cedara IRDP Housing Project in Umgungundlovu District Municipality due to the failure of the district municipality to provide bulk services and the Woodlands Primary School project, which has been abandoned for nearly 18 months. Other stalled projects include the non-operational Msunduzi IPTN due to unresolved taxi-industry negotiations and installed uMshwathi Electrification infrastructure on private land without servitudes.
The delegation adopted several cross-cutting recommendations that include the following:
- Municipalities must ring-fence 8% of budgets for maintenance,
- Mandatory project readiness assessments before construction begins,
- Improved contractor performance management with enforceable penalties, and
- Quarterly reporting to the NCOP on progress with the identified projects.
Legislative proposals will accompany the report, including reforms to strengthen bulk-infrastructure accountability, public-partnership project expansion, project-readiness certification and greater national transparency in infrastructure spending.
Mr Billy said the delegation stands ready to support the KZN provincial executive in implementing these recommendations and improving service delivery in the province.
