Parliament, Sunday 2 May 2021 – Members of Parliament return from their constituency period this week to a demanding round of committee and House activities featuring a range of key public interest issues, including the national Budget.

On Tuesday and Wednesday, the National Council of Provinces (NCOP) is scheduled to hold a Budget and Fiscal Oversight Workshop themed: “Accountability in Public Expenditure through Effective Parliamentary Oversight”, at which Minister of Finance Mr Tito Mboweni will deliver the keynote address. On Thursday, from 14.00, the NCOP is scheduled to have a Ministerial Briefing of Transport on: “Mitigating the Impact of the COVID-19 Pandemic on the Transport Industry’’.

For Friday, the NCOP has scheduled a Worker’s Parliament on: “Employment Strategies in post COVID-19 Economic Recovery”.

National Assembly (NA) meetings this week include an oral question and answer session with President Cyril Ramaphosa and a meeting of its Rules Committee.

Issues on the agenda of Wednesday’s NA Rules Committee meeting, starting at 12.30, include consideration of the composition of the Section 194 Committee and a proposal for a weighted voting system. The Section 194 Committee will enquire into whether or not there are grounds for removal from office of Public Protector Advocate Busisiwe Mkhwebane.

The NA’s plenary sitting on Thursday, starting at 14.00, will feature an oral question and answer session with President Cyril Ramaphosa. The questions coming up for President Ramaphosa relate to steps he is taking to achieve the democratic South Africa as embodied in our Constitution; details about COVID-19 vaccines procurement, costs, roll-out plans and approvals by the SA Health Products Regulatory Authority; conflict in Africa (such as in Mozambique’s Cabo Delgado province) and what responses the Southern African Development Community and African Union Heads of State were envisaging for dealing with these; the R100-billion Durban Port infrastructure development project; and progress on addressing backlogs in gender-based violence cases.
