Parliament, Sunday, 31 May 2026 – This week’s parliamentary programme features the first meeting of the newly established Impeachment Committee on Section 89 Enquiry and the tabling of the Presidency’s budget (Vote 1). Also on the agenda are a visit by the President of Singapore and a joint sitting scheduled to commemorate the 30th anniversary of the Constitution. The week’s programme will also continue with debates on departmental budgets and mini plenaries to consider committee reports.
On Monday at 14:00, the Impeachment Committee on the Section 89 Enquiry is scheduled to hold its inaugural meeting to elect a Chairperson. The committee was established following the Constitutional Court judgment, which directed Parliament to investigate whether there are valid grounds to recommend the President’s removal from office.
On Tuesday at 14:00, President Cyril Ramaphosa will table the Presidency’s Budget Vote (Vote 1) in the National Assembly, which will thereafter be debated by Members of Parliament. The President is expected to reply to the debate on Wednesday at 15:00.
Also on Tuesday, the National Council of Provinces (NCOP) will hold policy debates on Budget Vote 5: Home Affairs and Budget Vote 31: Employment and Labour. Legislation and committee reports will also be considered during the sitting.
On Wednesday at 10:00, the President of Singapore, Mr Tharman Shanmugaratnam, who is on a working visit to South Africa, will pay a courtesy visit to the Speaker of the National Assembly. The visit is aimed at reinforcing South Africa’s political, parliamentary and economic relations with Singapore by strengthening parliamentary diplomacy, expanding institutional cooperation and building on existing partnerships to share knowledge. Discussions will focus on governance, skills development, digital transformation, economic growth, job creation and inclusive development.
On the same day, the NCOP will continue with policy debates on Budget Vote 10: Electricity and Energy and Budget Vote 34: Mineral and Petroleum Resources during its plenary sitting at 14:00.
On Thursday at 09:00, both Houses, the National Assembly and the National Council of Provinces, will convene a joint sitting to commemorate the 30th anniversary of the Constitution.
At 14:00, both Houses will resume their respective sittings. The National Assembly will consider reports of various portfolio committees, including the Portfolio Committee on Defence and Military Veterans’ Report on the Military Discipline Supplementary Measures Amendment Bill. The House will also consider the determination by the President on the remuneration of public office-bearers, including members of independent constitutional institutions, for the 2025/26 financial year. In the NCOP, Permanent Delegates will continue with policy debates on Budget Vote 18: Health and Budget Vote 19: Social Development.
On Friday, the National Assembly will hold mini-plenaries to consider various committee reports, including the report of the Portfolio Committee on Trade, Industry and Competition on a petition from the National African Federated Chamber of Commerce and Industry. It will also consider the Portfolio Committee on Social Development's report on an oversight visit to KwaZulu-Natal. The committee visited the offices of the South African Social Security Agency (SASSA) in the province and regional offices and funded projects of the National Development Agency.
