Parliament, Sunday, 27 September 2026 – Members of the National Assembly (NA) will return from the constituency period to resume the fourth quarter programme of the House which includes plenary sittings for consideration of reports of the Powers and Privileges Committee, a question-and-answer session with the Economics Cluster, Members’ training and capacity-building workshop as well as meetings of various committees.
On Tuesday, the NA will convene virtually at 14:00 to consider the reports of the Powers and Privileges Committee into allegations of conduct constituting contempt of Parliament by two Members of Parliament.
Other items on the agenda for Tuesday’s plenary sitting include the consideration of the report on the Draft Notice determining the remuneration of Commissioners of the Electoral Commission of South Africa (IEC) for the 2025/26 financial year, as well as reports on petitions concerning residents of Ward 92 in the City of Ekurhuleni, Gauteng, submitted by the Member of Parliament, Mr M Clarke, and a petition received from four petitioners from Garankuwa/Mawiga.
Petitions provide members of the public with a formal avenue to bring matters requiring parliamentary intervention or the redress of grievances to the attention of the NA. They form part of Parliament’s public participation mechanisms, through which citizens can engage with the institution on matters affecting them and contribute to its legislative and oversight work.
On Wednesday at 12:45, the NA will hold a virtual Members’ Training and Capacity-Building Workshop on Budget and Financial Oversight, with a particular focus on Budgetary Review and Recommendations Reports (BRRRs), which are an important component of Parliament’s engagement with the budget.
BRRRs are annual reports prepared by NA portfolio committees to assess the financial and service delivery performance of national government departments. Section 5 of the Money Bills Amendment Procedure and Related Matters Act sets out a procedure through which the NA, through its committees assesses the performance of each national department. This process provides for committees to prepare BRRRs annually, including an assessment of departments’ service delivery performance in relation to available resources, the effectiveness and efficiency of their use and forward allocation of resources, and recommendations on the forward use of resources.
At 15:00, the Economics Cluster will appear before the NA for oral questions from Members of Parliament during a virtual plenary sitting of the House. The cluster comprises the departments of Agriculture; Communications and Digital Technologies; Electricity and Energy; Employment and Labour; Finance; Forestry, Fisheries and the Environment; and Mineral and Petroleum Resources.
Parliament uses a range of instruments to scrutinise and oversee Executive action. Section 92(2) of the Constitution provides that Cabinet Members are accountable collectively and individually to Parliament for the exercise of their powers and the performance of their functions.
Meanwhile, the National Council of Provinces is scheduled to return from the constituency period on 5 October 2026.
