Parliament, Sunday, 26 October 2025 – This week’s parliamentary programme features, among other key items, participation by a multiparty parliamentary delegation in the joint standing committee meetings of the Southern African Development Community Parliamentary Forum (SADC-PF) in Kempton Park and question-and-answer sessions with the Deputy President and the Ministers in the Governance and Economics Cluster.

Other items include a media briefing by Chairpersons of Parliament’s Social Services Cluster oversight committees, a statement by the Minister of Health on collaboration efforts in the fight against tuberculosis, consideration of the Budgetary Review and Recommendation Reports (BRRRs), a debate on Local Government Week and mini-plenaries to process several issues of national importance. The Ad Hoc Committee to Investigate Allegations made by South African Police Service’s KwaZulu-Natal Provincial Commissioner, Lt Gen Nhlanhla Mkhwanazi, will continue this week with Deputy Minister of Police, Mr Cassel Mathale, who will appear before the committee on Tuesday and Wednesday.

The SADC-PF Standing Committee meetings will be held in Kempton Park, South Africa, from 26 to 31 October 2025. The meetings are held in preparation for the regional inter-parliamentary body’s 58th Plenary Assembly Session, which Parliament will host from 30 November to 5 December 2025 in Durban. A report from each committee will be tabled at the 58th Plenary. The meetings are held under the theme, “Enhancing the Role of Parliamentarians in Advocating for the Signing, Ratification, Accession, Domestication, and Implementation of SADC Protocols.”

South Africa’s multiparty parliamentary delegation to the SADC-PF is led by the Speaker of the National Assembly (NA), Ms Thoko Didiza. It includes Mr Kenneth Mmoiemang, Chief Whip of the NCOP; Ms Sylvia Lucas from the African National Congress; Mr Bonginkosi Madikizela from the Democratic Alliance; Mr David Skosana from the uMkhonto Wesizwe Party; and Ms Ntombovuyo Mente-Nkuna from the Economic Freedom Fighters. The Speaker is not assigned to committees but is a member of the SADC-PF Executive Committee.

On Monday, the Speaker, as host of the 58th Plenary, will deliver the keynote address at the opening ceremony.

On the same day, Chairpersons of Parliament’s Social Services Cluster oversight committees will brief the media on various oversight priorities in the basic and higher education sectors. The briefing, which is part of the 7th Parliament’s Committee Cluster Media Engagement Programme, will be held under the theme: “Ensuring Open Access and the Provision of Quality Social Services to the People.”

On Tuesday in the National Assembly, the Minister of Health, Dr Aaron Motsoaledi, will make a statement on the collaboration efforts in the fight against tuberculosis (TB), including through the relaunch of Parliament’s TB Caucus. The NA will consider committee reports, including the Portfolio Committee on Higher Education’s report on the appointment process of chairpersons of Sector Education and Training Authorities (SETAs) Accounting Authority and the report of the Portfolio on Home Affairs recommending persons to fill three vacancies on the Electoral Commission. The NA will also consider the BRRRs of various Portfolio Committees, including Health, Public Service and Administration, and International Relations and Cooperation.

The BRRR reports are one of Parliament’s most important tools for ensuring that public funds are spent responsibly and that the government delivers on its promises. They allow Parliament to assess whether the national budget is improving people’s lives and guide decisions about how much funding departments should receive in the next budget cycle. Each October, committees compile BRRRs for every government department. Once adopted by the National Assembly, the reports are submitted to the Minister of Finance and other relevant cabinet members. The Minister then responds to them during the February Budget Review, helping Parliament track progress and follow up on its recommendations.

In the National Council of Provinces (NCOP), on Tuesday at 14:00, Ministers in Cluster 5A: Economics will respond to members during an oral question-and-answer session. This Cluster comprises Ministers of Small Business Development and Trade, Industry and Competition. Question-and-answer sessions are among the various instruments Parliament uses to hold the executive accountable. Section 92 of the Constitution stipulates that the executive, including the President, his deputy, and cabinet ministers, is accountable to Parliament for exercising their powers and performing their functions.

On Wednesday at 15:00, Ministers in Cluster 3: Governance, will be in the NA for their oral question-and-answer session. The Cluster comprises the Minister of Cooperative Governance and Traditional Affairs; the Minister in the Presidency (GCIS); the Minister of Planning, Monitoring and Evaluation; the Minister of Public Service and Administration; and the Minister of Women, Youth and Persons with Disabilities. In the NCOP, at 14:00, members will debate Local Government Week under the theme: “Restoring the dignity of our people through spatial planning, provision of human settlement, water and sanitation.”

On Thursday at 14:00, the Deputy President, Mr Paul Mashatile, will appear before the hybrid Plenary of the NA to answer Questions for Oral Reply. Oral question sessions with the Deputy President are scheduled at least once a quarter during the annual parliamentary programme. During each session, the Deputy President is required to address six questions from MPs in the House. At the same time, the NCOP is scheduled for a provisional question-and-answer session with the Ministers of Cluster 5B: Economics. This Cluster comprises Ministers of Finance and Tourism.

On Friday, from 10:00 to 13:00, the NA will hold two virtual mini-plenary sessions as follows:

Mini-plenary 1:

  • Subject for discussion (Mr Makashule Gana): The gambling crisis in South Africa, evident from recently published official figures, and the need for measures to better regulate the gambling industry to protect South Africans from gambling addiction.
  • Subject for discussion (Mr Mzwandile Masina): Building the capacity of district and local municipalities to develop and support township and village economies and thereby address the spatial concentration of economic activity in the country.


Mini-plenary 2:

  • Subject for discussion (Dr Mark Burke): The urgent need to reform South Africa’s public procurement laws to tackle poverty, unemployment and economic exclusion.
  • Subject for discussion (Dr Khanyisile Litchfield-Tshabalala): Imposing strict visa entry requirements on Western States that are equally imposed on South African citizens.
