Parliament, Sunday, 26 April 2026 – A high-level parliamentary delegation to the Pan-African Parliament (PAP), led by the Chairperson of the National Council of Provinces (NCOP), Ms Refilwe Mtshweni-Tsipane, Freedom Day and Workers’ Day debates in the NCOP, oversight visits by the National Assembly (NA) committees to four provinces, as well as meetings of committees, will mark the parliamentary programme this week.

The 7th Legislature of the PAP which will take place from 28 to 30 April at the PAP headquarters in Midrand, Johannesburg, is scheduled to elect the Bureau, including the President and four Vice-Presidents among other things.

The delegation includes the Chief Whip of the African National Congress in the NA, Mr Mdumiseni Ntuli, Mr Mergan Chetty of the Democratic Alliance; Mr Vuyani Pambo of the Economic Freedom Fighters; and Dr Khanyisile Lichfield-Tshabalala who will be sworn in as a new PAP delegate, replacing Ms Duduzile Zuma-Sambudla of the uMkhonto Wesizwe Party.

On Wednesday, the NCOP will convene a virtual plenary session at 14:00 for debates on Freedom Day and Workers’ Day. The Freedom Day debate will be held under the theme, “Social Justice: The Road Traversed – Reflecting on 30 Years of Democratic Constitutionalism,” while the Workers’ Day will be held under the theme, “Workers’ Power: Implications for Work and Inequality in the Digital Age.”

Meanwhile, NA committees will embark on oversight visits to Gauteng, KwaZulu-Natal, Mpumalanga, and North West provinces. This forms part of the 7th Parliament’s rotational programme, which structures parliamentary work into three components: committee oversight, constituency engagement and plenary sittings. This approach enables Members of Parliament to focus on each core function to maximise impact. The oversight visits will be held as follows:

  • The Portfolio Committee on Home Affairs will from 29 to 30 April visit the Department of Home Affairs’ digitisation sites in Pretoria (Gauteng) and Brits (North West). The visit aims to verify progress in digitising civic records, assess the utilisation and working conditions of digitisation graduates, and inspect infrastructure, systems and operational processes.


  • The Portfolio Committee on Basic Education will from 27 to 30 April undertake an oversight visit to the Mpumalanga Department of Education. The visit, which will focus on the Ehlanzeni and Bohlabela education districts is aimed at assessing the state of schooling and infrastructure, including progress on projects, teacher-to-learner ratios, classroom overcrowding and the professional development of Early Childhood Development practitioners.


  • The Portfolio Committee on Correctional Services will conduct an oversight visit to Mpumalanga from 28 April to 1 May. The visit will cover conditions for sentenced and remand detainees, including adult males, female inmates and mothers with babies, as well as infrastructure, rehabilitation and skills development programmes.


  • The Portfolio Committee on Women, Youth and Persons with Disabilities will from 28 to 30 April hold meetings and conduct oversight activities in Johannesburg. The committee will receive briefings from the Department of Women, Youth and Persons with Disabilities, the National Youth Development Agency and the Commission for Gender Equality on their 2026/27 annual performance plans and strategic plans. Furthermore, the committee will conduct site visits to the offices of both entities.


  • The Joint Standing Committee on Defence, together with the Portfolio Committee on Defence and Military Veterans, will undertake a joint oversight visit to Johannesburg and KwaZulu-Natal from 27 to 30 April. The committees will engage defence industry stakeholders and visit selected military units, including Denel Aeronautics, Air Force Base Durban and Sandock Austral Shipyards, in collaboration with Armscor, regarding the delayed construction of a new South African Navy hydrographic vessel.


  • The Portfolio Committee on Transport will visit the Passenger Rail Agency of South Africa (PRASA) in Gauteng from 28 to 30 April, focusing on the implementation of its General Overhaul Programme. The committee will also meet with PRASA, the Road Accident Fund and the South African National Roads Agency Limited to consider their 2026/27 annual performance plans and budgets.


  • The Standing Committee on Appropriations will meet with key national institutions responsible for fiscal policy, revenue collection, statistical data and monetary policy from 28 to 30 April in Gauteng. These include the National Treasury, Statistics South Africa and the South African Reserve Bank.
