Parliament, Sunday, 24 May 2026 – This week’s parliamentary programme features debates on Budget Votes – including the budget of Parliament, consideration of the Division of Revenue Bill, Questions to the Peace and Security Cluster Ministers, policy debates on departmental budgets, decisions on draft resolutions and a media and stakeholder briefing by chairpersons of the social services cluster.

On Monday at 11:00, Chairpersons of Parliament’s social services cluster oversight committees will address the media and stakeholders under the theme: “Ensuring open access and provision of quality social services to the people”. These briefings form part of the 7th Parliament’s Committee Cluster Media Engagement programme designed to deepen public accountability by bringing committee chairs directly to citizens and the media. Unlike standalone briefings, the cluster format allows for cross-cutting analysis of issues that span multiple committees. The social services cluster briefing will feature three committee chairpersons:

  • The Chairperson of the Portfolio Committee on Social Development, Ms Bridget Masango, will address underfunding and poor institutional support for the Central Drug Authority; capacity issues at the National Development Agency; and National Treasury’s directive to verify social grant beneficiaries.

  • The Chairperson of the Select Committee on Social Services, Ms Desery Fienies, will speak on the challenges in health infrastructure identified during oversight visits; the committee’s recommendations to improve service delivery and infrastructure management; developments in the National Health Insurance court case; and public health and the hantavirus outbreak.

  • The Chairperson of the Portfolio Committee on Science, Technology and Innovation, Ms Lusizo Makhubela, will speak about the slow pace of commercialisation and transformation; increased investment for research capability at historically disadvantaged institutions; and grassroots and youth innovators.

On Tuesday at 14:00, the National Council of Provinces’ (NCOP) will consider the Division of Revenue Bill. The Bill provides for the equitable division of nationally raised revenue among the national, provincial, and local spheres of government for the 2026/27 financial year. It also determines each province’s equitable share, allocations to provinces and municipalities, and the responsibilities of all three spheres of government in managing these allocations. The sitting will also consider legislation and motions.

Also on Tuesday, the National Assembly (NA) will hold six Mini-Plenaries on Budget Votes. At 10:00 NA Members will debate Vote 38 (Tourism) and Vote 17 (Higher Education ). At 14:00 Members will debate Vote 6 (International Relations and Cooperation) as well as Vote 39 (Trade, Industry and Competition). Later at 16:45, Members will debate Vote 16 (Basic Education) and Vote 32 (Forestry, Fisheries and the Environment)..

On Wednesday, NA Members will debate Vote 33 (Human Settlements) and Vote 9 (Planning, Monitoring and Evaluation). Later at 15:00, the NA will hold a question-and-answer session with the Peace and Security Cluster Ministers. The cluster includes the departments of Correctional Services, Defence and Military Veterans; Home Affairs; International Relations and Cooperation; Justice and Constitutional Development; Police, as well as the Minister in the Presidency responsible for State Security.

During its plenary on Wednesday, the NCOP will hold policy debates on the Budget Votes for Human Settlements and Basic Education. Legislation and committee reports will also be considered during the sitting.

On Thursday at 14:00, the Speaker of the National Assembly, Ms Thoko Didiza, and the Chairperson of the National Council of Provinces, Ms Refilwe Mtshweni-Tsipane, will simultaneously table Parliament’s Budget Vote (Vote 2) during a fully physical sitting of the NA and a hybrid plenary sitting of the NCOP. Vote 2 outlines the budget allocation dedicated to funding the implementation of Parliament’s core constitutional functions, including law-making, oversight over the executive, public participation, facilitation of intergovernmental relations and international cooperation. The allocation is distributed across various programmes to ensure the effective functioning of Parliament and to provide Members of Parliament (MPs) and political parties with the administrative and institutional support required to execute their constitutional responsibilities.

Other items scheduled for the NA sitting on Thursday include condolences following the passing of Mr Ntandoyenkosi Nkosentsha Shezi. Mr Shezi joined the NA in 2024 as a representative of the uMkhonto Wesizwe Party from KwaZulu-Natal. During his tenure in Parliament, he served on the Portfolio Committee on Employment and Labour, the Portfolio Committee on Tourism, and the Portfolio Committee on Trade, Industry and Competition. The NA will also consider reports of the Portfolio Committee on Correctional Services on oversight visits conducted at Zonderwater Training College and Zonderwater Correctional Centre, as well as a follow-up oversight visit to Pollsmoor Correctional Centre.

Furthermore, the NA will decide on two draft resolutions debated during the House’s mini-plenaries this month. The first decision is on a question by Mr Sihle Lonzi on the need for a parliamentary inquiry into the state of post-school education and training in South Africa, particularly the sector’s capacity to accommodate all those in need of post-school education and training. The second decision is on a question by Mr Vuyo Zungula calling for parliamentary oversight and intervention to address systemic gaps that perpetuate the non-recognition of certain traditional and indigenous communities as legitimate kingships, contrary to the constitutional commitment to restorative justice and social cohesion.

The NCOP will conclude its Thursday plenary sitting by considering legislation and committee reports.
