Parliament, Sunday, 22 March 2026 – This week’s parliamentary programme includes the consideration of the 2026 Fiscal Framework and Revenue Proposals, Questions to the Economics Cluster, a Ministerial Statement and several debates on matters of national importance by both Houses of Parliament.
On Tuesday at 14:00, during a hybrid plenary in the National Council of Provinces (NCOP), Permanent Delegates will consider the report of the Select Committee on Finance on the 2026 Fiscal Framework and Revenue Proposals. This process is to ensure that provincial interests are reflected in the national budget decisions. The sitting will also consider the report of the Select Committee on Agriculture, Land Reform and Mineral Resources on Subordinate Legislation related to the Threatened or Protected Species (TOPS) Regulations and the Draft Notice prohibiting certain activities involving African Lions, issued under the National Environmental Management: Biodiversity Act, 2004 and Section 146(6) of the Constitution. The House will also consider the South African National Water Resources Infrastructure Agency SOC Limited Amendment Bill of 2025 (section 75) and the related report of the Select Committee on Cooperative Governance and Public Administration. The NCOP will conclude its business on the day with a debate on good governance as the foundation of local government: “The role of ethical leadership in restoring public trust.”
At the same time, in the NA on Tuesday, Members will also consider the 2026 Fiscal Framework and Revenue Proposals as well as the related report of the Standing Committee on Finance. This is a critical step in the budget process, as Parliament assesses government’s revenue, spending priorities and the overall fiscal strategy. The House will further receive a Statement from the Minister of Electricity and Energy on efforts to eradicate load reduction. It will also consider reports from the Portfolio Committee on Cooperative Governance and Traditional Affairs on its study tour to Denmark; the Portfolio Committee on Trade, Industry and Competition’s recommendations for the Chairperson of the Board of the National Lotteries Commission and the Portfolio Committee on Transport's recommendations for appointments to the Aviation Safety Investigation Board.
On Wednesday at 14:00, during a hybrid plenary of the NCOP, Permanent Delegates will consider the Select Committee on Public Petitions and Executive Undertakings’ Report on the Hearing of the Magog Petition held on 12 September 2025 at Umzumbe Village, KwaZulu-Natal Province, as adopted on 9 December 2025. The report of the Joint Standing Committee on Defence (JSCD) on the presidential letter of deployment of the South African National Defence Force in cooperation with the South African Police Service, dated 13 March 2026, will also be considered during the sitting. The House will conclude its business for the day with a debate on rural infrastructure deterioration, titled: “A debate on municipal fund withholding in terms of section 216(2) of the Constitution.”
The NA, during its plenary at 15:00, will hold a question-and-answer session with the Economics Cluster Ministers, which includes those responsible for Agriculture; Communications and Digital Technologies; Electricity and Energy; Employment and Labour; Finance; Forestry, Fisheries and the Environment; and Mineral and Petroleum Resources.
On Thursday morning at 08:30, the NA and the NCOP will convene their respective programming committees to consider their businesses, which include adopting the parliamentary programme and considering committee reports and bills.
At 14:00, the NCOP during a hybrid plenary will consider the Report of the Select Committee on Education, Sciences and Creative Industries following the committee’s oversight visit to the Eastern Cape from 20 to 24 October 2025; the Report of the Joint Standing Committee on Defence following its engagement with members of the South African defence industry at Rheinmetall Denel munition and Damen Shipyard; the Report of the Select Committee on Agriculture, Land Reform and Mineral Resources and the Portfolio Committee on Forestry, Fisheries and the Environment on the Second Antarctic Parliamentarians’ Assembly; the Report of the Select Committee on Public Infrastructure and Minister in the Presidency on oversight visits to national department and public entity sites in the Gauteng Province as part of a Joint Oversight Week with the Select Committee on Cooperative Governance and Public Administration from 21 to 25 October 2025; the Report of the Select Committee on Security and Justice on the oversight visit to the Free State Province from 21 to 24 October 2025 and the Report of the Select Committee on Social Services on the oversight visit to the Northern Cape, dated 11 March 2026. The NCOP will conclude its business for the day with a debate on taking decisive action to fix local government and improve the delivery of basic services.
On the same day, the NA will hold two virtual mini plenaries. In mini-plenary 1, one of the subjects for discussion sponsored by Mr Mogodu Samuel Moela is: “Addressing overcrowding in South African correctional centres as a human rights imperative.” In mini-plenary 2, one of the subjects for discussion, sponsored by Mr Gaolatlhe Kgabo, is: “Increasing the artisan skills base through Technical and Vocational Education and Training (TVET) colleges to ensure the economy has the skills required.” Another subject for discussion, sponsored by Mr Luyolo Mphithi, is: “The strain placed on municipal and state resources by illegal occupations of private and state properties, requiring legislative reforms to address various challenges pertaining to illegal land occupation.”
This week’s plenaries conclude this parliamentary term’s formal sittings as both Houses wind down for their respective constituency periods. The National Council of Provinces’ constituency period will start from 30 March to 20 April 2026, and the National Assembly from 7 to 20 April 2026. These constituency periods enable Members to engage directly with communities across the country.
