Parliament, Sunday, 22 February 2024 – The tabling of the 2026 Budget Speech by the Minister of Finance and a Ministerial Statement by the Minister of Higher Education and Training are scheduled for this week in the National Assembly (NA).

The National Council of Provinces has not scheduled sittings as provincial delegates from Gauteng and KwaZulu-Natal will be attending the State of the Province Addresses in their respective legislatures on Monday (Gauteng) and Friday (KwaZulu-Natal).

Also on Monday, 23 February, the Ad Hoc Committee to Investigate Allegations made by Lieutenant General Nhlanhla Mkhwanazi will meet to discuss housekeeping matters, including the scheduling of witnesses and questions to President Cyril Ramaphosa, among other things.

On Tuesday at 14:00, Minister Buti Manamela will brief Members of the National Assembly (NA) on the post-school education and training sector’s state of readiness for the 2026 academic year. Ministerial Statements in the NA allow a member of the cabinet to inform the House of government policy, executive actions or urgent matters of public importance. Ministers request this opportunity from the Speaker of the NA to provide official updates. The Ministerial Statement will be followed by motions without notice and notices of motions.

On Wednesday at 14:00, the Minister of Finance, Mr Enoch Godongwana, will present the 2026 Budget Speech in the National Assembly. During the Budget Speech, the finance minister outlines how financial resources will be allocated to fund the national government’s priorities outlined by President Cyril Ramaphosa in the State of the Nation Address. During the same plenary sitting, Minister Godongwana will also introduce the Appropriation Bill and table the 2026 Division of Revenue Bill, which Parliament will process in the following months.

On Thursday at 08:30, the NA and the NCOP’s Programming Committees will convene their respective programming meetings to plan for the business of Parliament. The meetings will, among other things, consider the draft programmes of the two Houses, receive committee reports and consider the bills before each House. The opening of the National House for Traditional and Khoisan leaders is also scheduled for Thursday morning.
