Parliament, Sunday, 21 June 2026 – The National Assembly (NA) concludes its second term programme on Tuesday with a sitting to consider the Appropriation Bill, a report on filling vacancies in the Commission for Gender Equality (CGE) and decisions on draft resolutions from mini plenaries.
The National Council of Provinces (NCOP) has a packed programme this week, including sittings to consider policy debates of Budget Votes, a question-and-answer session with the President and a sitting, provisionally scheduled, to consider the Appropriation Bill.
On Tuesday, the NA will consider the 2026 Appropriation Bill, whose aim is to appropriate money from the National Revenue Fund for the requirements of the State for the 2026/27 financial year. The Bill also prescribes conditions for the spending of funds withdrawn for the 2027/28 financial year before the commencement of the Appropriation Act for the 2027/28 financial year and to provide for matters incidental thereto.
During the sitting the House will also consider a report of the Portfolio Committee on Women, Youth and Persons with Disabilities on the candidates recommended to fill vacancies in the CGE. The Committee, acting under a Constitutional Court injunction and in fulfilling its Constitutional mandate identified and recommended suitable candidates for the filling of vacancies of commissioners in the Commission for Gender Equality (CGE), as per the Commission for Gender Equality Act.
Furthermore, the NA will decide on two draft resolutions debated during the House’s mini plenaries last month. The first decision is on a question by Mr Sihle Lonzi on the need for a parliamentary inquiry into the state of post-school education and training in South Africa, particularly the sector’s capacity to accommodate all those in need of post-school education and training. The second decision is on a question by Mr Vuyo Zungula calling for parliamentary oversight and intervention to address systemic gaps that perpetuate the non-recognition of certain traditional and indigenous communities as legitimate kingships, contrary to the constitutional commitment to restorative justice and social cohesion.
Also on Tuesday, the NCOP will hold policy debates on Budget Vote 30: Trade, Industry and Competition and Budget Vote 42: Land Reform and Rural Development. Legislation and committee reports will also be considered during the sitting.
On Wednesday at 10:00, the Impeachment Committee on the Section 89 Enquiry is scheduled to hold its meeting to consider its Draft Terms of Reference and have discussions on the process to appoint Evidence Leaders.
On the same day at 14:00, the NCOP will continue with policy debates on Budget Vote 17: Higher Education with the sitting also scheduled to consider legislation and committee reports.
On Thursday, Chairpersons of Parliament’s peace and security cluster oversight committees will address the media and stakeholders as part of the 7th Parliament’s Committee Cluster Media Engagement programme designed to deepen public accountability by bringing committee chairs directly to citizens and the media. Unlike standalone briefings, the cluster format allows for cross-cutting analysis of issues that span multiple committees. The briefing will feature three committee chairpersons, namely, Ms Kgomotso Ramolobeng, of the Portfolio Committee (PC) on Correctional Services; Mr Xola Nqola, of the PC on Justice and Constitutional Development; and Ms Jane Mananiso, Select Committee on Security and Justice.
Later on Thursday at 14:00, permanent delegates to the NCOP will have a question-and-answer session with President Cyril Ramaphosa. The President is expected to respond to questions on various national developments, including concerns over illegal immigration, identifying criminal infiltration and the national illicit economy disruption programme, amongst others. On Friday at 09:00, the NCOP has provisionally scheduled a sitting to consider the Appropriation Bill.
On Saturday, the Select Committee on Petitions and Executive Undertakings is schedule to hold hearings on the Petition on the administrative and regulatory barriers affecting the proposed development of Portion 3 of Farm Klipfontein 716, situated within the jurisdiction of the Mangaung Metropolitan Municipality, Free State Province.
Members of the NA are scheduled to start their constituency period from 29 June to 3 August, while the NCOP delegates are scheduled to start their constituency period on 8 July.
