Parliament, Sunday, 19 October 2025 – This week’s parliamentary programme features, among other key items, participation by a multiparty parliamentary delegation in the 151st Inter-Parliamentary Union (IPU) session in Geneva and a question-and-answer session in the National Assembly (NA) with Ministers in the Social Services Cluster (2). At the same time, committees of the National Council of Provinces (NCOP) will conduct oversight visits.
The Ad Hoc Committee to Investigate Allegations made by South African Police Service’s KwaZulu-Natal Provincial Commissioner Lt Gen Nhlanhla Mkhwanazi will continue this week with members posing questions to Minister of Police, Mr Senzo Mchunu. The committee is expected to hear from former Minister of Police, Gen Bheki Cele. The Standing Committee on Public Accounts (SCOPA) will also continue its enquiry into allegations of maladministration at the Road Accident Fund. At the same time, committees of the National Council of Provinces (NCOP) will conduct oversight visits this week.
The Speaker of the National Assembly, Ms Thoko Didiza, is leading the multi-party delegation at the IPU, the oldest multilateral organisation comprising 178 national parliaments whose primary purpose is to promote democratic governance, accountability and cooperation among its members. The 151st Assembly, which starts today, will hold a general debate under the overall theme “Upholding humanitarian norms and supporting humanitarian action in times of crisis.” The Assembly will also adopt resolutions on the emergency item and on the subject item taken up by the Standing Committee on Democracy and Human Rights entitled “Recognising and supporting the victims of illegal international adoption and taking measures to prevent this practice.” The Assembly is expected to conclude with the adoption of an outcome document on the overall theme of the general debate.
The parliamentary delegation will participate in various meetings, including the Governing Council, Standing Committees, the Committees on the Human Rights of Parliamentarians and on issues relating to the Middle East, as well as the Forum of Women Parliamentarians and the Forum of Young MPs. The delegation includes the Deputy Chairperson of the NCOP, Mr Les Govender, and the Deputy Chief Whip of the largest party in the NA (ANC), Ms Dorries Dlakude-Mpapane. Other Members of Parliament include Mr Mikateko Mahlaule (ANC, NA); Mr Baxolile Nodada (DA, NA); Mr Wesley Douglas (uMkhonto Wesizwe Party, NA); Ms Nqobile Mhlongo (EFF, NA); Mr Nhlanhla Hadebe (IFP, NA); Ms Jane Mananiso (ANC, NCOP); and Ms Kolobe Molokomme (ANC, NCOP). The delegation also includes offcials, the Secretary to Parliament, Mr Xolile George, and the Secretary to the NA, Mr Masibulele Xaso.
At Parliament, on Tuesday, the NA will consider the report of the Portfolio Committee on Public Service and Administration on the recommendation for a candidate’s appointment to the Public Service Commission. The House will also consider petitions, including the Report of the Portfolio Committee on Social Development on a petition from Mr Isaac, calling for an urgent increase in the old-age persons’ The House will also consider the Report of the Portfolio Committee on Mineral and Petroleum Resources on the petition submitted by Mr Gavin Craythorne, calling on the National Assembly to investigate allegations of corruption and governance issues at Alexkor. Petitions are formal written requests submitted by individual members of the public or groups asking Parliament to intervene in specific matters or grievances. They enable the public to raise issues of concern directly with Parliament.
During the same sitting, the House will also decide on a draft resolution from Mr Julius Malema of the Economic Freedom Fighters regarding the establishment of an ad hoc committee to investigate the continued presence of apartheid-era statutes and memorials in public spaces.
In the NCOP, committees will from Tuesday, conduct oversight visits across the country as part of the 7th Parliament’s rotational approach to the parliamentary programme, which is structured into committee oversight, constituency work and plenary sittings.
On Wednesday, Ministers of Cluster 2: Social Services, will appear before the NA for an oral question-and-answer session. This cluster comprises Ministers of Basic Education, Sport, Arts and Culture, Health, Higher Education, Water and Sanitation, Human Settlements, and Social Development. Questions and answer sessions are among the mechanisms Parliament employs to hold members of the executive to account. In terms of the Constitution, members of the executive are accountable, both collectively and individually, to Parliament for exercising powers and performing their duties.
On Thursday, the NCOP will hold a virtual sitting to consider the Report of the Select Committee on Cooperative Governance and Public Administration on the notice of intervention issued in terms of Section 139(1)(b) of the Constitution in Nala Local Municipality in the Free State.
The agenda of the NA sitting on Thursday includes the consideration of committee reports. Some of the reports to be considered include the Report of the Portfolio Committee on Justice and Constitutional Development on the recommendation of a candidate to fill a vacancy on the South African Human Rights Commission and the Report of the Portfolio Committee on Justice and Constitutional Development on the nomination of a member of the NA for appointment to the Equality Review Committee.
