Parliament, Sunday, 19 April 2026 – The National Assembly will hold its only plenary sitting this week to consider the Special Appropriation Bill and the Division of Revenue Bill, while National Council of Provinces committees will undertake oversight visits to the North West province ahead of the upcoming Taking Parliament to the People (TPTTP) programme.
Members of Parliament (MPs) from both Houses return from the constituency period this week to resume committee work with oversight. The past three weeks enabled MPs to engage directly with communities through constituency offices across the country.
On Tuesday, 21 April at 09:00, NCOP delegates will convene virtually for a Committee Strategic Planning Session, which provides Select Committees with an opportunity to assess the implementation of their strategic plans, identify gaps and emerging priorities, and refine plans for the year ahead.
Later that day at 14:00, the NA plenary will consider two key pieces of legislation, namely the 2026 Special Appropriation Bill – which provides for additional funding requirements for the 2025/26 financial year, and the Division of Revenue Bill which outlines the equitable distribution of nationally raised revenue across national, provincial and local spheres of government, with continued emphasis on strengthening local government capacity. The 2026 Special Appropriation Bill proposes an allocation of R5.778 billion to the Passenger Rail Agency of South Africa (PRASA) for its rolling stock fleet renewal programme, which includes R1.8 billion for Passenger Rail Agency of South Africa (PRASA) to meet its contractual obligations under an agreement with Gibela, which requires a minimum order of 35 locomotives per annum. The Bill also proposes an allocation of R889 million to Sentech, comprising R189 million for dual illumination costs and R700 million for operations. Under Section 16 of the Public Finance Management Act (PFMA), this bill allows the government to allocate funds outside the normal, annual budget process.
Select Committees of the NCOP will, from 20 to 24 April, conduct a series of oversight visits to the North West to assess service delivery, governance and municipal functionality, and serve as preparation for the TPTTP programme scheduled for 11 to 15 May in the Matlosana Municipality and Dr Kenneth Kaunda District.
Committees participating in these precursor TPTTP oversight visits includes: the Select Committee on Agriculture, Land Reform & Mineral Resources and the Select Committee on Economic Development and Tourism will conduct a joint oversight programme; the Select Committee on Cooperative Governance and Traditional Affairs and the Select Committee on Public Infrastructure and Minister in the Presidency will conduct joint oversight; the Select Committee on Education, Sciences & Creative Industries and the Select Committee on Social Services will conduct joint oversight; and the Select Committee on Security & Justice and the Select Committee on Petitions and Executive Undertakings will also conduct their joint oversight.
The Select Committees on Finance and Appropriations have been excused from the TPPTP oversight as they will be briefing provincial legislatures on the Division of Revenue Bill this week. TPTTP, launched in 2002, is a flagship NCOP initiative aimed at strengthening participatory democracy. The programme brings Parliament directly to communities through public hearings, site visits and engagements with residents to address service delivery challenges and improve accountability.
The National Assembly’s Portfolio Committee on Defence and Military Veterans will also conduct oversight visits to Johannesburg and Durban this week. Oversight is a core constitutional function of Parliament. It is the primary mechanism through which the legislature holds the Executive to account and evaluates whether government policies and programmes are translating into effective service delivery on the ground.
This oversight week is part of the 7th Parliament’s rotational approach to the parliamentary programme, where the work is reorganised into three components: committee oversight week, constituency engagement and plenary sittings. This approach enables members to focus fully on each core function to maximise its impact.
