Parliament, Sunday, 12 October 2025 – Key items in this week’s busy parliamentary programme include President Cyril Ramaphosa’s appearance before NCOP delegates to answer Questions for Oral Reply, submission of evidence to the Ad Hoc Committee Investigating Allegations made by KwaZulu Natal Police Commissioner, General Nhlanhla Mkwanazi, and several other activities reflecting its ongoing oversight and legislative responsibilities.
From 11 am on Monday, the Ad Hoc Committee to Investigate Allegations made by the South African Police Service’s KwaZulu-Natal Provincial Commissioner, Lt Gen Nhlanhla Mkhwanazi, will continue hearing oral evidence from key witnesses. The oral hearings are scheduled to continue with the testimony of Lt Gen Shadrack Sibiya on Monday and Tuesday, and Minister Senzo Mchunu later in the week. So far, the committee has heard oral testimonies from General Nhlanhla Mkhwanazi, and National Police Commissioner, General Fannie Masemola.

On Tuesday, President Cyril Ramaphosa is scheduled to appear before delegates to the National Council of Provinces to respond to Questions for Oral Reply. The hybrid session will start at 2pm and will see the president respond to questions relating to government’s efforts to combat corruption within Cabinet, improve service delivery, and revitalise local industries, including the rail sector.
The NCOP will reconvene on Thursday at 2pm for another question and answer session, this time, with Economics Cluster 4C ministers. This Cluster comprises ministers responsible for the national departments of Mineral and Petroleum Resources, and Electricity and Energy.
Questions and answer sessions are among the mechanisms Parliament utilises to hold members of the executive to account. According to Section 92(2) of the Constitution, members of the executive are accountable, both collectively and individually, to Parliament for exercising powers and performing their functions.
On Wednesday, the NCOP will, during a hybrid plenary planned for 2pm, consider motions, orations of condolences on the passing of Honourable Mrs Mathilda Michelle Bains, reports, and legislation. The same sitting will also hold a debate on International Rural Women’s Day, under the theme, “Empowering rural women to bridge the Gender Gap in food security and land tenure”.
Earlier on Thursday, the National Assembly Programming Committee will meet at 08.30 to consider the programme, bills and legislation before the house.
Meanwhile, in the National Assembly, Portfolio Committees will focus on finalising their Budgetary Review and Recommendations Reports (BRRRs). These reports are one of Parliament’s most important tools for ensuring that public funds are spent responsibly and that government delivers on its promises.
BRRRs allow Parliament to assess whether the national budget is improving people’s lives and guide decisions about how much funding departments should receive in the next budget cycle. Each October, Committees compile BRRRs for every government department. Once adopted by the National Assembly, the reports are submitted to the Minister of Finance and other relevant Cabinet members. The Minister then responds to them during the February Budget Review, helping Parliament track progress and follow up on its recommendations.
