Parliament, Sunday, 11 January 2026 – Parliament will this week kick off its 2026 programme with the two Houses holding plenaries to consider Money Bills, while the Ad Hoc Committee to Investigate Allegations made by Lieutenant General Nhlanhla Mkhwanazi will resume its hearings.

On Tuesday at 10:00, the National Assembly (NA) will consider the Special Appropriation Bill, the Adjustments Appropriation Bill, the Tax Administration Laws Amendment Bill and the Taxation Laws Amendment Bill. The Special Appropriation Bill seeks to appropriate an additional amount of money for the requirements of the vote of the Department of Health for the 2025/26 financial year to address the shortfall resulting from the withdrawal of international donor funding to the health sector and to provide for matters connected therewith.

The Adjustments Appropriation, Tax Administration Laws Amendment and the Taxation Laws Amendment Bills, together with the Division of Revenue Amendment (DORA) Bill, were introduced by the Minister of Finance, Mr Enoch Godongwana, in November 2025 when he was tabling the Medium-Term Budget Policy Statement. The DORA has already been passed by both Houses of Parliament. The Adjustments Appropriation Bill seeks authority from Parliament to change the original budget appropriations for the 2025/26 financial year, considering evolving economic conditions or priorities. It increases or decreases departmental allocations and may include transfers for critical services or unforeseen needs.

The Taxation Laws Amendment Bill (TLAB) proposes changes to existing tax legislation, typically to update tax policy, close loopholes, or adjust rates - based on the revenue framework outlined in the MTBPS. This is a regular mechanism to ensure tax laws align with fiscal policy updates. The Tax Administration Laws Amendment Bill (TALAB) aims to improve the administration and enforcement of tax laws - for example, simplifying procedures, tightening compliance, or modernising systems used by the South African Revenue Service (SARS).

During the Tuesday sitting, the NA will also consider the Budgetary Review and Recommendation Report (BRRR) of the Portfolio Committee on Justice and Constitutional Development and Office of the Chief Justice.

On Thursday at 10:00, the National Council of Provinces (NCOP) is scheduled to consider the Adjustments Appropriation Bill, the Special Appropriation Bill, and the report of the Select Committee on Appropriations on the proposed division of revenue and the conditional grant allocations to Provinces and Local Government.

CLUSTER MEDIA BRIEFING

Following a scheduled announcement of the 2025 Matric results and resumption of the schools’ programme this week, the Social Services Cluster 1 Committee Chairpersons will hold a virtual media briefing on Thursday, 15 January at 08:00.

The Chairpersons scheduled to address the briefing include, Ms Joy Maimela - the Chairperson of the Portfolio Committee on Basic Education, Mr Makhi Feni – the Chairperson of the Select Committee on Education, Sciences & Creative Industries, & Mr Tebogo Letsie – the Chairperson of the Portfolio Committee on Higher Education.

COMMITTEE MEETINGS

On Committees, the Ad Hoc Committee to Investigate Allegations made by Lieutenant General Nhlanhla Mkhwanazi will hear oral evidence from Lieutenant General Khomotso Phahlane on Wednesday, 14 January.

The Committee will again sit on Thursday, 15 January and Friday, 16 January to hear evidence from Lieutenant General Dumisani Khumalo.

After this week’s activities, the two Houses will go on constituency period with the NA members expected to return on 27 January while the NCOP delegates will return on 6 February.
