Parliament, Sunday 07 May 2023 – Questions to the President and Ministers in the Economics Cluster, Mini-Plenaries to debate Budget Votes and the consideration of the Division of Revenue Bill are some of the issues scheduled on the Parliamentary programme this week.


President Cyril Ramaphosa will be back in the National Assembly (NA) this week on Thursday to answer Questions for Oral Reply from Members of the House. In terms of Parliamentary Rules, the President has to appear in the NA at least once a quarter to answer questions that deal with matters of national importance. The questions to be put to the President have to be submitted to the Speaker of the National Assembly at least 16 days before the President’s appearance in the House.


On Tuesday, the National Council of Provinces (NCOP) will welcome Ministers in the Economics Cluster (4C)which includes Minister in the Presidency for Electricity; the Minister of Tourism and the Minister of Transport.Regular question and answer sessions with the President and his Cabinet is but one of the ways in which Parliament exercises its Constitutional responsibility of scrutinising and overseeing Executive actions.


The NA will, on Tuesday and Wednesday, host hybrid mini-plenaries to debate at least 8 Budget Votes. The Departments whose Budget Votes are scheduled for debate on Tuesday includes: Health (Vote 18); Agriculture, Land Reform and Rural Development (Vote 29); Sport, Arts and Culture (Vote 37); Employment and Labour (Vote 31); Statistics South Africa (Vote 14);Office of the Chief Justice (Vote 27); and on Wednesday the Budget Votes for the departments of International Relations and Cooperation (Vote 6) and Human Settlements (Vote 33) will be debated.


The NCOP has scheduled the consideration of the Division of Revenue Bill and the policy debate on the Department of Health’s Budget Vote (18) for Wednesday. The House is also scheduled to hold its Programming Committee meeting, on Thursday, to consider its updated second term programme.


About 43 Committees are scheduled to meet to consider Bills, the various Department’s Annual Performance Plans and hold hearings on Bills and other matters of national importance.
