Parliament, Sunday, 9 November 2025 – This week, key items on Parliament’s agenda include the tabling of the Medium-Term Budget Policy Statement by the Minister of Finance, question-and-answer sessions with the Deputy President and the Economics Cluster. A multiparty delegation of Parliament will attend the 30th Conference of the Parties (COP30) in Brazil, and the Chairpersons of the Finance Cluster Committees will hold a media and stakeholders briefing.
The Ad Hoc Committee to Investigate Allegations made by Lieutenant General Nhlanhla Mkhwanazi will continue with the submission of evidence by National Director of Public Prosecutions, Adv Shamila Batohi and the Chief of Staff in the Ministry of Police Mr Cedrick Nkabinde. The Standing Committee on Public Accounts will continue its enquiry into the Road Accident Fund, with Mr Nkosana Mvundlela from the Law Society of South Africa appearing.
On Tuesday at 14:00, Deputy President Mr Paul Mashatile will be in the National Assembly (NA) for oral replies to questions from Members of the House. According to the rules of the NA, questions to the Deputy President must be scheduled once a month when Parliament is in session. The rules also specify that questions must be limited to six, and the total time allowed is three hours, including supplementary questions. Questions addressed to the Deputy President must be submitted to the Speaker of the National Assembly at least 16 calendar days prior to the question day on which they are to be answered, for the Speaker’s approval to ensure they comply with the rules and guidelines of the Rules Committee of the Assembly.
Section 92(2) of the Constitution stipulates that Cabinet Members are accountable, both collectively and individually, to Parliament for the exercise of their powers and the performance of their functions. Parliament uses a range of instruments to hold the Executive accountable, which include putting questions to the Deputy President of the Republic of South Africa.
This NA sitting will also decide on the question of the nine reports from the three mini-plenaries held on Friday, 7 November.
On Wednesday at 14:00, the Minister of Finance, Mr Enoch Godongwana, will deliver the Medium-Term Budget Policy Statement (MTBPS) at a sitting of the NA at the Good Hope Chamber in Parliament. At the sitting, the Minister is also scheduled to table the Adjustments Appropriation Bill, the Rates and Monetary Amounts and Amendment of Revenue Laws Bill, the Taxation Laws Amendment Bill, the Division of Revenue Amendment Bill, and the Tax Administration Laws Amendment Bill.
The MTBPS plays a critical role in the overall budget process, as it sets out the policy framework for the budget that is presented every February. It also provides the country and its elected representatives with an update on the National Treasury’s economic forecasts, adjusts the budgets of government departments, and makes emergency changes to spending. It makes it possible for Parliament and the public to interact with the government's budget through committee oversight over government departments, when committees review the effective and efficient use of available resources. The process is known as the Budget Review and Recommendations Reports, which must be tabled in the National Assembly before the MTBPS reports are adopted.
Also on Wednesday, a multiparty parliamentary delegation will join world leaders, scientists, and civil society at the 30th Conference of the Parties (COP30) to the United Nations Framework Convention on Climate Change, taking place in Belem, Brazil, until 21 November. COP30 provides an opportunity for South African MPs to learn from the experiences and best practices of other parliaments in addressing climate change, and by engaging with international counterparts, MPs can gain valuable insights into innovative legislative approaches, policy frameworks, and financing mechanisms. The 10-member delegation consists of five members each from the NA’s Portfolio Committee on Forestry, Fisheries and Environment, and the National Council of Provinces’ (NCOP) Select Committee on Agriculture, Land Reform and Mineral Resources. The Chairperson of the Portfolio Committee, Ms Nqabisa Gantsho, will travel with Ms Noluthando Makasi from the African National Congress (ANC), Mr Nazier Paulsen from the Economic Freedom Fighters, Mr Andrew De Blocq van Scheltinga from the Democratic Alliance, and Mr Siyabonga Mkhize from the uMkhonto Wesizwe Party (MKP). The Chairperson of the Select Committee, Mr Mpho Modise, will travel with Ms Mapule Dhlamini from the ANC, Mr Bino Farmer from the Patriotic Alliance, Mr Hendrik Van Den Berg from the Freedom Front, and Ms Seeng Mokoena-Zondi from the MKP.
On Thursday, at 09:00, Chairpersons of the Finance Cluster oversight committees will address members of the media on the post-MTBPS as part of the 7th Parliament’s regular Committee Cluster Media and Stakeholder Engagement programme. The Chairpersons will highlight the critical work undertaken by these committees during the BRRR process leading to the MTBPS, with a focus on strengthening oversight, enhancing public participation, and advancing law-making across the sectors covered by the cluster. These regular engagements began in November last year and play a crucial role in fostering transparency and keeping the public informed. They provide journalists and citizens with essential insights into the workings of Parliament, promoting a deeper understanding of its critical functions and enhancing accountability in governance. This cluster has five committees namely, the Standing Committee on Public Accounts, the Standing Committee on Appropriations, the Select Committee on Finance, the Standing Committee on Finance, and the Select Committee on Appropriations.
At 14:00, Permanent Delegates to the NCOP will hold a question-and-answer session with a Minister from the Economics Cluster (4D), the Minister responsible for Communications and Digital Technologies, Mr Solly Malatsi. At the same time on Thursday, the NA will hold two mini-plenaries on the following subjects:
