Parliament, Sunday, 8 June 2025 – Some of the key items in the parliamentary programme this week include the P20 Youth Parliament sitting, the Deputy President answering oral questions and the consideration of the 2025 Fiscal Framework and Revenue Proposals in the National Assembly (NA) and the National Council of Provinces (NCOP), respectively.
Cluster Committee Media Briefing
Tomorrow (Monday) at 11:00, the Chairpersons of the Parliament’s governance cluster oversight committees will brief the media as part of the 7th Parliament’s committee cluster media engagement programme. The media briefing is themed, “Promoting values of accountability, transparency and fairness.”
Dr Zweli Mkhize, the Chairperson of the Portfolio Committee on Cooperative Governance and Traditional Affairs, will address the media on the local government audit outcomes for 2023/24 and the winter initiation season. Mr Jan de Villiers, the Chairperson of the Portfolio Committee on Public Service and Administration, will brief the media on ghost workers in the public service and youth employment in the public service. The Chairperson of the Standing Committee on Auditor-General, Mr Wouter Wessels, will outline several issues that are negatively affecting the Auditor-General’s Office, including threats facing the Auditor-General of South Africa and municipal payments to the Auditor-General.
Debate on Youth Day
On Tuesday, at 14:00, both the NA and the NCOP will hold a debate on Youth Day. In the NA, the debate will be held under the theme: “Advancing skills for the evolving world of work - Empowering youth for economic transformation.”
The NA will also deliberate (not debate) on the decision for a question on the draft resolution from the Chief Whip of the Official Opposition on “Censure for the Minister of Finance for mishandling the National Budget process and the erosion of fiscal and parliamentary integrity”. According to the National Assembly Rules, a member may propose a subject for discussion or a draft resolution for approval as a resolution of this House with or without debate.
The NCOP, on the other hand, will consider various committee reports and deal with the motions and bills before the House.
The Budget Process
On Wednesday at 14:00, the National Assembly will hold a physical sitting at the Cape Town International Convention Centre (CTICC) to consider the 2025 Fiscal Framework and Revenue Proposals, which include the report from the Standing Committee on Finance.
The Minister of Finance, Mr Enoch Godongwana, tabled the 2025 Budget Review, along with the Fiscal Framework and Revenue Proposals, on Wednesday, 21 May 2025. Last Wednesday, both finance committees of Parliament - the NA’s Standing Committee on Finance and the National Council of Provinces (NCOP) Select Committee on Finance - adopted the fiscal framework and revenue proposals.
At the same time, at 14:00, the NCOP will hold a hybrid plenary session in the Council’s Chamber and on Zoom to consider the Select Committee on Finance report on the Fiscal Framework and Revenue Proposals.
The fiscal framework and revenue proposals serve as a blueprint for how the national government plans to raise revenue, spend money, and manage the country’s debt. It provides a framework for economic policy and revenue projections and sets the overall limits to the government’s national expenditure.
Deputy President to Answer Questions
On Thursday, at 14:00, the Deputy President, Mr Paul Mashatile, will appear before the National Assembly for an oral question-and-answer session. Parliament uses oral question-and-answer sessions as one of the methods to hold the executive to account. Section 92(2) of the Constitution stipulates that members of the executive are collectively and individually accountable to Parliament for exercising powers and performing their functions.
The Deputy President will provide oral responses to questions from MPs on a variety of topics, including the national government’s efforts to enhance support for the agricultural sector. The Deputy President will also provide a comprehensive outline and evidence-based strategies implemented by the newly established Justice, Crime Prevention and Security Cabinet Committee to dismantle organised criminal networks. Additionally, he will give full details of interventions aimed at holding municipalities and provinces accountable for failing to provide adequate water supply to their respective communities, among other matters.
Both Houses will hold their respective programming committee meetings at 08:30 on the same day. The meetings will, among other matters, discuss the business of both Houses, including the draft parliamentary programme, committee reports and bills before the NA and the NCOP.
P20 Youth Parliament
On Friday, both Houses of Parliament will jointly host a hybrid P20 Youth Parliament session. This event will take place in the National Assembly’s Good Hope Chamber and on a virtual platform under the sub-theme: “Youth Economic Participation, Employment and Opportunities – Developing a Medium-Term Youth Development Agenda for South Africa’s Youth.”
The P20 Youth Parliament aims to empower young leaders to influence global policies that reflect the priorities of young people. It will provide young MPs under the age of 40 with a platform to share their ideas and experiences and to participate in discussions on issues that directly impact them. This year, South Africa holds the G20 Presidency. In alignment with that, Parliament will hold the P20 Summit - a gathering of Speakers and Presiding Officers from G20 member countries. The P20 serves as the parliamentary dimension of the G20, aiming to strengthen global legislative collaboration on key development issues.
