Parliament, Sunday, 05 October 2025 – This week’s parliamentary programme will feature, among other key items, the Commonwealth Parliamentary Conference (CPC), the Nelson Mandela Children’s Parliament, and several oversight visits.
From Monday, parliamentary oversight committees in the National Assembly will conduct oversight visits across the country. This oversight period is an important component of the parliamentary programme.
The 7th Parliament has adopted a rotational approach to its parliamentary programme and structured it into three distinct components: committee oversight, constituency work and plenary sittings. This structure enables MPs to focus on each of Parliament’s core functions in turn, thereby strengthening the impact of Parliament’s work.
Also on Monday, the Chairperson of the National Council of Provinces (NCOP), Ms Refilwe Mtshweni-Tsipane, will lead a parliamentary delegation to the 68th Commonwealth Parliamentary Conference (CPC). The Conference will take place in Bridgetown, Barbados, from 6 to 13 October 2025. The Conference, hosted by the Parliament of Barbados and the Commonwealth Parliamentary Association (CPA), is a forum for legislators from across the Commonwealth to discuss pressing global political issues and strengthen parliamentary democracy.
South Africa’s participation in this Conference is a testament to Parliament’s unwavering commitment to multilateralism and its role in shaping a more equitable and cooperative global order. Under the theme of the Conference, “The Commonwealth – A Global Partner,” the delegation will participate in discussions on how member states can collaboratively address shared challenges, such as climate change, sustainable development, youth unemployment, and economic recovery.
The Commonwealth represents a unique and diverse family of nations, bound by shared history and common values. For Parliament, the CPC is an important opportunity to learn, share and contribute to solutions that can benefit all in the Commonwealth. “Our mission is to strengthen South-South cooperation and advocate for the interests of the Global South,” said Ms Mtshweni-Tsipane. “We want to explore innovative parliamentary practices that can strengthen our own oversight, law-making and public participation processes.”
On Tuesday, the National Council of Provinces (NCOP) will convene a hybrid plenary at 14:00 to consider motions, reports and legislation. Delegates will also have a debate on Transport Month.
On Thursday morning at 08:30, the NCOP Programming Committee will meet to consider its draft programme and Bills before the House. Later at 14:00, the NCOP will reconvene for an oral question-and-answer session with Ministers of the Economics Cluster 4 (B). The cluster comprises Ministers of Forestry, Fisheries and Environment, as well as Employment and Labour. Under Section 92(2) of the Constitution, members of the executive are collectively and individually accountable to Parliament for exercising their powers and performing their functions. These question-and-answer sessions are one of the mechanisms Parliament uses to hold the executive accountable.
Also on Thursday, in the National Assembly, the Office of the House Chairperson responsible for Sectoral Parliaments, on behalf of the Speaker of the National Assembly, will hold a Children’s Parliament. This is scheduled from 08:30 to 15:30. The hybrid event will be held in the Good Hope Chamber under the theme “Amplifying the voices of children in planning and budget for Children’s Rights”.
The event is organised in collaboration with the Department of Social Development and its partners. It will provide an important platform for children from across South Africa to engage directly with issues of governance, planning and budgeting relating to children’s rights as well as fulfilling South Africa’s constitutional, continental and international obligations to advance children’s rights.
