Parliament, Sunday, 14 June 2026 – Today, the Chairperson of the National Council of Provinces (NCOP), Ms Refilwe Mtshweni-Tsipane, and the Speaker of the Gauteng Provincial Legislature, Ms Morakane Mosupyoe, will kick off their co-hosting of the 19th CSPOC Africa Region with a media briefing to provide an update on South Africa’s state of readiness to host the event. The 19th CSPOC Africa Region will be held at Emperors Palace in Gauteng, from 16 to 20 June 2026, under the theme: “Proactive Parliaments and Sustainable Development: An Imperative for Political Stability in Africa.”

The CSPOC Africa Region, which brings together 63 parliamentary presiding officers from national parliaments and sub-national legislatures across the continent, is convened under the auspices of the African regional branch of the Commonwealth Parliamentary Association (CPA) - an international association of Commonwealth parliamentarians established in 1911 to promote parliamentary democracy, good governance and cooperation among legislatures across the Commonwealth.

The CSPOC Africa Region, the largest regional gathering of Commonwealth legislative leaders, seeks to strengthen legislative institutions and advance accountability, effective oversight and sustainable development across the continent. The conference provides a platform for parliamentary leaders to exchange experiences and best practices, deliberate on matters of common interest, and explore ways of strengthening democratic institutions in support of sustainable development and political stability in Africa.

The weeklong programme will commence with an Opening Ceremony on 16 June 2026, followed by plenary sessions and thematic discussions. Key topics to be addressed include: The role of Parliamentarians in enhancing public trust in governance; Reforming and developing innovative mechanisms and strategies for effective and proactive parliamentary leadership in Africa’s development; Harnessing the potential of Africa’s youth for sustainable development: the role of Parliaments; and Leveraging technology and digital tools for effective and sustainable development.

On Monday, Parliament will convene the National Youth Parliament to commemorate the 50th anniversary of the 1976 Student Uprisings while also marking 30 years of South Africa’s transformative Constitution.

The 2026 Youth Parliament will reflect on whether the Constitution has delivered on its promise to build an equal and cohesive society, with a particular focus on youth development, economic participation and social cohesion under the theme: “Youth Empowerment for a Suitable Future.”

The day will feature a reflection on the 1976 Uprisings, including a panel discussion with survivors and activists titled, “We planned it, we marched it: what happened on 16 June and why it matters.”

Participants include the 1976 Veterans namely Ms Antoinette Sithole (sister of Hector Peterson), Mr Phillip Mathaka, and Mr Seth Mazibuko; the Chairperson of the National Youth Development Agency, Dr Minenhle Myende – who will report on the progress made on youth service, entrepreneurship, and economic transformation; and Mr Amos Hadebe, f Perspectives on South Africa’s developmental state.

NCOP Chairperson Mtshweni-Tsipane will deliver the high-level opening address while the Speaker of the National Assembly, Ms Thoko Didiza, will present the closing remarks. Representatives from faith-based organisations, LGBTQ+ youth, youth in arts, disabled youth forums and unemployed graduates will participate in the session.

On Wednesday at 14:00, the NCOP will hold policy debates on Budget Vote 41: Water and Sanitation and Budget Vote 37: Sports, Arts and Culture. Motions, committee reports and legislation will also be considered at the sitting.

On Thursday at 14:00, the NCOP is scheduled for a fully physical question-and-answer session with the Deputy President of the Republic, Mr Paul Mashatile. The questions Deputy President Mashatile is scheduled to provide responses to include whether all districts and metropolitan municipalities have developed their District Development Models; and whether he will outline any corrective actions implemented prior to the Madlanga Commission to detect and prevent corruption in the SA Police Service that has now been publicly exposed, especially since the July 2021 insurrection which exposed the SAPS’s malfeasance, amongst others.
