Parliament, Sunday, 03 November 2024 – Questions to the Deputy President, two debates in the National Council of Provinces (NCOP), parliament delegations attending the 67th Commonwealth Parliamentary Conference (CPC), and the 4th Pan-African Parliament ordinary session are some of the items on the parliamentary agenda this week.
This week, members of the National Assembly (NA) are away for constituency week, visiting their various areas, engaging communities on service delivery issues and helping identify solutions.
An oral question-and-answer session with the Deputy President of the Republic of South Africa, Mr Paul Mashatile, is scheduled for Thursday at 14:00 in the NCOP. Parliamentary questions are one mechanism that Parliament, as enjoined by Section 92(2) of the Constitution, employs to hold the President, the Deputy President and the Cabinet accountable on various service delivery issues.
National Council of Provinces (NCOP) Chairperson, Ms Refilwe Mtshweni-Tsipane, will lead a multiparty parliamentary delegation to the 67th Commonwealth Parliamentary Association (CPA) conference taking place from 3 to 8 November 2024 in Sydney, New South Wales, Australia. The CPA’s annual conference brings together some 700 delegates from 53 Commonwealth countries to discuss global political issues, share best practices, forge connections, and continue to work together to uphold and further parliamentary democracy.
Mr Mdumiseni Ntuli, the Chief Whip of the largest party in the NA – the African National Congress – will lead a multiparty parliament delegation to the Fourth Ordinary Session of the Sixth Parliament of the Pan-African Parliament (PAP), which will run from 4 to 15 November 2024 at the PAP headquarters in Midrand, Johannesburg. The session will be held under the African Union Theme for 2024 – “Educate an African Fit for the 21st Century: Building Resilient Education Systems for Increased Access to Inclusive, Lifelong, Quality, and Relevant Learning in Africa.” The multiparty delegation consists of Ms Duduzile Zuma-Sambula from uMkhonto Wesizwe Party and Mr Vuyani Pambo from the Economic Freedom Fighters.
On Tuesday, the hybrid sitting of the NCOP is scheduled to hold a debate on “Revitalising the clothing and textiles industries to unlock the economic potential of the township and rural economies to create jobs, reduce inequality and empower local communities.” Mr Mpho Modise, Chairperson of the Select Committee Economic Development will lead the debate with the Minister of Small Business Development and Mr Zuko Godlimpi, Deputy Minister of Trade, Industry and Competition. The sitting is also scheduled to consider motions, committee reports and legislation.
Meanwhile, on Wednesday, the Council will hold a debate titled “The negative impact of SOE bailouts on other frontline government departments such as education, health, police, and others suffering from significant budget shortfall.” The House will conclude its sitting by considering motions, committee reports and legislation.
