Parliament, Sunday, 2 August 2026 – Members of the National Assembly (NA) and the National Council of Provinces (NCOP) will return from the constituency period this week to resume the third quarter programme of the Seventh Parliament.
On Tuesday, the NCOP will hold a virtual plenary sitting for questions to the Governance Cluster 3A. The Minister of Cooperative Governance and Traditional Affairs is expected to respond to matters relating to strengthening municipal capacity and service delivery, the effectiveness of Section 139 interventions and the implementation of the District Development Model. Members are also expected to raise concerns about municipalities under intervention, including Mafube Local Municipality in the Free State, as well as systemic gaps in the regulation and oversight of initiation practices following the loss of lives during the recent winter initiation season. The Minister is also expected to respond to questions on government’s efforts to address the growing reliance on consultants.
The Minister of Public Service and Administration is expected to respond to matters relating to strengthening municipal capacity, particularly in rural and resource-constrained municipalities, and measures to attract and retain specialised professionals needed to support service delivery. Members are also expected to raise questions on the effectiveness of lifestyle audits as an anti-corruption measure, efforts to address workplace abuse in the public service and the management of prolonged disciplinary processes.
On Wednesday, the NCOP will hold a virtual plenary sitting to debate the report on the Taking Parliament to the People (TPTTP) programme held in the North West Province in May 2026. The debate will provide an opportunity for permanent delegates to the NCOP to reflect on the findings and recommendations arising from public hearings and oversight visits conducted in the Dr Kenneth Kaunda District Municipality.
On Thursday, the NCOP will hold a virtual plenary sitting for questions to the Governance Cluster 3B, comprising the Departments of Women, Youth and Persons with Disabilities and Planning, Monitoring and Evaluation. The Minister of Planning, Monitoring and Evaluation is expected to respond to matters relating to the implementation and impact of the Medium-Term Development Plan, the monitoring of delayed and incomplete municipal infrastructure projects, government performance and accountability for non-performance, as well as progress in implementing the national infrastructure rollout plan. Questions to the Minister of Women, Youth and Persons with Disabilities are expected to focus on the effectiveness of programmes aimed at addressing youth unemployment and advancing the socio-economic empowerment of women, particularly young and rural women and women-owned enterprises.
Members are also expected to raise questions on the implementation of the Sanitary Dignity Implementation Framework, progress in coordinating the National Strategic Plan on Gender-Based Violence and Femicide and measures to ensure that young people transition from temporary employment opportunities into sustainable, long-term employment.
No sittings are scheduled for the National Assembly this week, but the Programming Committee will hold a workshop on bills on Thursday. On Friday, NA Members will receive training and capacity building on artificial intelligence, elections and disinformation.
The Impeachment Committee for the Section 89 enquiry will continue its preparatory work this week. A day-long meeting is provisionally scheduled for Wednesday. There are 55 committee meetings, scheduled for this week, include:
