Parliament, Monday, 14 September 2020 – The Select Committee on Cooperative Governance and Traditional Affairs, Water and Sanitation will this week undertake an oversight visit to Mpumalanga to visit three municipalities. The committee will visit Govan Mbeki Local Municipality, Dr JS Moroka Local Municipality and Thaba Chweu Local Municipality.

The purpose of the visit to Govan Mbeki Local Municipality is to interact with the municipality’s stakeholders to assess the municipality’s economic development plans and budget, private funding on municipal service delivery projects, technical and funding support provided to the municipality in achieving the goals and objectives of economic development plans.

At Dr JS Moroka, the committee intends to engage with the municipality’s stakeholders in order to assess the municipal audit outcomes; support provided to the municipality; and the development and implementation of municipal audit action plan

In Thaba Chweu Local Municipality, the committee will engage the municipality’s stakeholders in order to assess the impact of the implementation of section 139 (1) (b) of the Constitution in the municipality; the intervention exit report; and municipal audit outcomes and implementation of municipal audit action plan. The committee will solicit opinions on the constitutional, procedural and substantive matters related to the notices of interventions in terms of section 139 (1) (b) of the Constitution.

Furthermore, following the release of the Municipal Audit outcomes in April, the committee will consider the audit action plans developed by municipalities, as part of ensuring executive accountability and facilitating parliamentary oversight to.

The stakeholders the select committee intends interacting with include the MEC of the Department of Cooperative Governance and Traditional Affairs, mayors, speakers, councillors, ward committee members, representatives of the South African Local Government Association, representatives of organised labour, and representatives forums and members of provincial legislature.
