Parliament, Saturday, 29 February 2020 – The Ad Hoc Committee to Initiate and Introduce Legislation Amending Section 25 of the Constitution has reminded the public of today’s looming deadline for written submissions. The amendments aim to allow for the expropriation of land without compensation.
Committee Chairperson Dr Mathole Motshekga said the public has had an opportunity since early December last year to provide input on how they would like to see these amendments take shape. “The initial deadline for written submissions was 31 January 2020. However, the committee felt that many South African might not have taken up this opportunity due to the process opening during the festive season. As the committee wanted as broad a view from across the spectrum of South Africans, we extended the deadline for written submissions to 29 February 2020.
“The committee wants to encourage all South Africans to take this opportunity to be part of the public participation process. This is your Constitution. Take ownership of the proposed changes, as it will have an impact on your future,” said Dr Motshekga.
The committee today commenced with the public hearings part of the public participation process. The committee is divided in two groups, with one visiting the Free State and another delegation in Mpumalanga. The committee will be visiting these provinces until Sunday.
At yesterday’s hearings in Welkom the majority of people were in favour of an amendment of the Constitution to provide for the expropriation of land without compensation. Some participants indicated they want the land including everything that comes with it.
Written submissions on the Bill are still open for public comment and must be received by no later than the end of today, 29 February 2020. Submissions and enquiries must be directed to Mr V Ramaano, 3rd Floor, 90 Plein Street, Cape Town, 8000 or emailed to section25@parliament.gov.za – Copies of the Bill may be obtained from Mr V Ramaano, tel: 021 403 3820 or 083 709 8427 or at www.parliament.gov.za.
