The Chairperson of the Standing Committee on Finance, Dr Joe Maswanganyi, has underscored the importance of maintaining strong governance and institutional stability at the Public Investment Corporation (PIC), following the resignation of Board Chairperson Dr Amos Masondo, saying a seamless leadership transition is critical to protecting public confidence and the interests of millions of beneficiaries. Dr Masondo is also the Deputy Minister of Finance.

While acknowledging Dr Masondo's resignation, Dr Maswanganyi stressed that the leadership transition should not compromise the governance, accountability and operational stability of one of South Africa’s most important state-owned financial institutions.

The PIC, which manages assets on behalf of government employees, pensioners and other public sector clients, plays a pivotal role in South Africa’s financial system. Maintaining robust governance at the institution is therefore essential not only for safeguarding the retirement savings entrusted to it, but also for sustaining confidence in South Africa's public investment framework.

Dr Maswanganyi expressed appreciation for Dr Masondo's leadership during his tenure, noting his contribution to strengthening governance and oversight at the corporation.

“Dr Masondo leaves behind a legacy of committed leadership during a critical period for the institution. We thank him for his service and for helping reinforce the governance foundations of the PIC. As the institution enters a new chapter, preserving those governance gains must remain our foremost priority,” said Dr Maswanganyi.

He emphasised that leadership changes should be managed in a manner that ensures institutional continuity and protects the PIC’s ability to fulfil its mandate without disruption. “The PIC is far more than a state-owned asset manager. It is the custodian of the hard-earned savings of millions of South Africans. Any transition in leadership must therefore inspire confidence, strengthen accountability and ensure the institution continues to discharge its fiduciary responsibilities with integrity and in the best interests of its clients and beneficiaries,” he maintained.

Dr Maswanganyi called on the Minister of Finance, in his capacity as shareholder representative, to ensure governance stability by putting in place appropriate interim governance arrangements where necessary.

Maintaining a stable and effective board is critical to ensuring that the PIC remains focused on prudent investment management, sound corporate governance and long-term value creation for its clients. “The committee expects that governance processes will be handled transparently, responsibly and without unnecessary delay. Stable leadership is essential to preserving institutional credibility, protecting beneficiaries' interests and ensuring that the PIC continues to operate as a well-governed and financially sound institution,” Dr Maswanganyi said.

He reiterated that the Standing Committee on Finance will continue to exercise vigilant oversight over the PIC to ensure that governance standards remain uncompromised throughout the transition. “Our oversight responsibility is to ensure that the PIC remains resilient, accountable and faithful to its public mandate. Sound governance is not merely a compliance requirement – it is the foundation upon which public trust, investor confidence and the long-term sustainability of the institution rest,” Dr Maswanganyi concluded.
