JOB SUMMARY

Parliament is seeking a capable executive to serve as the Division Manager: Core Business Support. This is an executive role entrusted with providing comprehensive strategic oversight and direction to the Parliamentary Core Business Support Division. This role is accountable for enhancing the operational effectiveness and institutional integrity of the core functions of Parliament through the provision of comprehensive support to Committees. This support cuts across the core functions of Parliament ensuring alignment with constitutional mandates and democratic principles. This role plays a pivotal part in strengthening the institutional performance and democratic credibility of Parliament by ensuring that its core functions are fully supported, seamlessly coordinated, and constitutionally grounded. The Division Manager directly oversees the following key portfolios: Parliamentary Committees Support; Public Participation Coordination and Facilitation, and Liaison with the Office of the Leader of Government Business. This role requires an individual with strong leadership acumen, deep institutional insight, and a collaborative mindset capable of working across functions and with high-level stakeholders.

As a successful candidate your key responsibilities will be to:

  • Budgeting and Financial Management

To qualify, you must have a minimum of:

  • Honours Degree or Post Graduate Diploma in Social Sciences / Political Science / Public Administration / Public Management / Law or related qualification at an NQF level 8.
  • A minimum of 10 years’ relevant experience in managing core business support processes within a legislature or public sector environment of which 5 years must have been at a senior management level.

 You must also demonstrate:

  • Excellent knowledge and understanding of the core functions of Parliament
  • Excellent understanding of the two Houses of Parliament and its distinct environment and operations
  • Sound knowledge and experience of public participation and public education processes and activities.
  • Proficiency in managing budgets and financial forecasting, with an understanding of cost optimization.
  • Strong negotiation skills
  • Thorough knowledge of the administrative, executive, and legislative processes.
  • Ability to think strategically and manage multiple priorities in a complex environment.
  • Thorough knowledge and understanding of prevailing socio-political issues in South Africa.
  • Thorough knowledge of Financial Management of Parliament Act FMPPLA, Supply Chain Management process and governance and applicable legislation.
  • Thorough knowledge of all relevant and applicable policies and procedures.
  • Excellent Conflict management skills
  • Excellent presentation and report writing skills.

This position is a 5-year contract with a 6-month probationary period.
