The Parliamentary Budget Office (PBO) is a juristic person (entity) of Parliament established in terms of the Money Bills Amendment Procedure and Related Matters Act (Act 9 of 2009) as amended by the Money Bills Amendment Procedure and Related Matters Act (Act 13 of 2018). The PBO is headed by a Director as its Accounting Officer. In line with the Money Bills Act, the PBO is required to provide independent, objective, and professional advice and analysis to Parliament on matters related to the budget and other money Bills. The PBO supports the implementation of the Money Bills Act by undertaking research and analysis for the Finance and Appropriations Committees of Parliament, including ad-hoc support to other parliamentary committees
JOB SUMMARY
The Deputy Director: Finance is part of the PBO’s management team and plays a leading role in providing expert fiscal analysis (including both expenditure and revenue analysis), critical thinking and advice that would enhance the oversight performance of Parliamentary Committees during budget processes and processing of money bills. The successful candidate is required to have deep expertise of the South African tax policy landscape. As head of the Finance Cluster, the position requires a technically astute critical and strategic thinker with strong management, coordinating, and stakeholder engagement skills.

TO QUALIFY, YOU MUST HAVE:
- Grade 12 or NQF Level 4
- A relevant NQF level 9 postgraduate qualification (Master’s) in Public Finance/Accounting or Economics or closely related fields
- A minimum of 8 years’ relevant experience in strategic budget analysis, including expenditure and revenue analysis, of which at least 5 years must be at a managerial or senior specialist level within a similar or related environment.
THIS POSITION IS SUBJECT TO A 6 MONTHS’ PROBATION PERIOD.
IN ADDITION, YOU SHOULD BE ABLE TO DEMOSTRATE THE FOLLOWING SPECIAL REQUIREMENTS AND JOB-RELATED SKILLS AND COMPETENCIES:
- Must demonstrate strategic leadership, possess in-depth knowledge of the practical application of South African fiscal policy, and show a proven track record in managing and empowering high-performance teams
- Thorough knowledge of the South African legislative framework, specifically the Money Bills Amendment Procedure and Related Matters Act, the Financial Management of
- Parliament and Provincial Legislatures Act (FMPPLA) and Public Finance Management Act (PFMA), and the Financial Management of Parliament Act (FMPA).
- Expert knowledge of the South African tax landscape including engaging with complex tax debates beyond standard compliance models
- Knowledge of Government Accounting, Auditing and Financial reporting practices and procedures
- Ability to translate budgetary principles, policies, practices into co-ordinated system of budgetary reporting and compliance
- Ability to prepare clear, high-quality written outputs and communicate complex ideas at all-levels, conferences and workshops as needed.
- Ability to provide constructive comments on the work of others with the aim of ensuring high quality and rigorous outputs of the PBO.
- Strong analytical, quantitative skills and demonstrated critical thinking with the ability to synthesise and translate complex data into clear, actionable advice
- In-depth knowledge and expertise in Public Finance, economics and development and relevant related Fields.
- Political acumen with deep knowledge and understanding of prevailing socio-political issues in South Africa and the sensitivities within the political environment.
- Proficiency in Microsoft Office Suite (Outlook, Word, Excell and PowerPoint) with an aptitude for using data tools to model fiscal scenarios
