JOB SUMMARY
Parliament of South Africa is seeking an exceptional and dynamic financial professional to serve as the Chief Financial Officer. The ideal candidate will serve Parliament with expert financial expertise and support the Accounting Officer in the discharge of her/his responsibilities under the Financial Management of Parliament and Provincial Legislatures Act (FMPPLA). The incumbent will play a critical role in ensuring compliance with financial norms and standards determined for the Parliamentary Service and with generally recognised accounting practice. Provide leadership and overall management of the Financial Management Office.
As a successful candidate your key responsibilities will be to:
- Implementing financial norms and standards set for the Parliamentary Service
- Planning: Strategic and Business
- Revenue and expenditure management
- Banking, cash & risk management
- Supply Chain Management
- Financial Management
- Human Resources Management
- Assets and Liability Management
- Management Reporting
To qualify, you must have a minimum of:
• Relevant Honours Degree / Postgraduate Diploma in Commerce/Finance/Financial Accounting/Management Accounting or related financial qualifications (NQF Level 8)
• A minimum of 10 years relevant experience in of which 5 years must be senior managerial experience in a similar environment.
- Professional registration with (CA) SA is advantageous
- This position is a 5-year contract with a 6-month probationary period.
You must also demonstrate:
- Knowledge of FMPPLA and National Treasury Regulations
- Knowledge of Supply Chain Management principles and procedures
- Knowledge of Preferential Procurement Policy Framework Act
- Knowledge of relevant ISO standards
- Knowledge of the Parliamentary Service's policy directives, implementation procedures and management systems
- High energy with sense of urgency
- Exceptional interpersonal competence
- Hands-on with strategic & operational planning and implementation
- Ability to develop and implement policy
- Experience in managing organisational change
- Ability to set clear objectives and lead a team
- Professional vision and commitment to making a difference
- Excellent written and verbal communication skills
