The Parliamentary Budget Office (PBO) is a juristic person (entity) of Parliament established in terms of the Money Bills Amendment
Procedure and Related Matters Act (Act 9 of 2009) as amended by the Money Bills Amendment Procedure and Related Matters Act (Act 13 of 2018).
The PBO is headed by a Director as its Accounting Officer. In line with the Money Bills Act, the PBO is required to provide independent, objective, and
professional advice and analysis to Parliament on matters related to the budget and other money Bills.
The PBO supports the implementation of the Money Bills Act by undertaking research and analysis for the Finance and Appropriations Committees of Parliament, including ad-hoc support to other parliamentary committees.
JOB SUMMARY
Critical application of different economic theories, knowledge, case studies, international experience and modelling with the aim of providing reality and evidence-based, objective advice and analysis to Parliament and its Committees.
YOUR KEY RESPONSIBILITIES WILL BE:

TO QUALIFY, YOU MUST HAVE:
- Grade 12 or NQF Level 4
- A postgraduate qualification Honours Degree in Economics, Development Economics, Political Economy or related fields
- A relevant master’s degree (NQF Level 9) will be an added advantage
- Minimum of at least 5 years relevant experience in Economic analysis or similar work experience
THIS POSITION IS SUBJECT TO A 6 MONTHS’ PROBATION PERIOD.
IN ADDITION, YOU SHOULD BE ABLE TO DEMOSTRATE THE FOLLOWING SPECIAL REQUIREMENTS AND JOB-RELATED SKILLS AND COMPETENCIES:
- Sound research, critical analytical and reporting skills drawing on proficient understanding of reality-based economic theories and models
- In-depth knowledge of public finance and budget analysis
- Fiscal policy (including expenditure, revenue, tax, and sovereign debt) analysis and advice that considers different macroeconomic perspectives on fiscal policy
- Familiarity with international agencies and financial institutions that regularly publish flagship reports, country studies, data, forecasts, working papers and other materials relevant to the PBO’s work
- Thorough knowledge of the Money Bills Amendment Procedure and Related Matters Act and other legislation and regulations relevant for working on public finance and money bills issues
- Advanced writing, critical thinking, analytical, quantitative and presentation skills.
- Collaboration (Teamwork) and ability to work independently and methodically
- In-depth knowledge and expertise in economics and budget analysis, including insights into different schools of economic thought
- Keen awareness and sound understanding of prevailing socio-economic and political conditions and different theoretical interpretations of these conditions
- Ability to critically understand and apply relevant economic frameworks, research methodologies, statistical and analytical tools to complex socio-economic issues
- Fully conversant with Microsoft Office Suite (Outlook, Word, Excel and PowerPoint) as well as ability to use statistics software and economic models
- Understanding of Government policy in relation to socio-economic needs, finance, economics, labour, international economic relations and other relevant fields
- Ability to think and interact strategically and innovatively while exercising sound judgement.
- Strong analytical, quantitative skills and demonstrated critical thinking with the ability to synthesise and translate complex data into clear, actionable advice
- Political acumen with knowledge and understanding of prevailing socio-political issues in South Africa and the sensitivities within the political environment.
