Have Your Say: 2026 Division of Revenue Bill and the 2025/26 Special Appropriation Bill

The Standing Committee on Appropriations invitesstakeholders and interested parties to make written submissions on the 2026 Division of Revenue Bill (the Bill) and the 2025/26 Special Appropriation Bill that were tabled together with the 2026/2027 Budget by the Minister of Finance on 25 February 2026.                                                                                                               t

The Money Bills Amendment Procedure and Related Matters Amendment Act, No 13 of 2018, requires Parliament to conduct public hearings and to report on the Bills before it. The Division of Revenue Bill provides for the equitable division of revenue raised nationally among the national, provincial and local spheres of government for the relevant financial yearand the responsibilities of all three spheres pursuant to such division; and provides for matters connected therewith.

The 2025/26 Special Appropriation Bill appropriates amounts of money for the requirements of the State for the 2025/26 financial year, and to provide for matters connected therewith.

Public hearings will be conducted at the Westville Community Hall, Durban (KZN) by the Standing Committee on Appropriations on Tuesday17 March 2026 from 9h00 to 15h:30. Members of the public are invited to the public hearings to make oral submissions or send written submission on the Bills.

submissions must be directed to the Committee Secretary, Mr Mashile Maubane, by e-mail at amaubane@parliament.gov.za and Mr Denver Woodington at dwoodington@parlliament.gov.za. Submissions can also be hand delivered to the Parliament of RSA, Visitor's Centre , Ground Floor, 90 Plein Street, Cape Town.

The closing date to make submissions or indicate your intention to make an oral presentation is at 15:00 on Monday, 16 March 2026.
