Have Your Say: 2025 Medium Term Budget Policy Statement [MTBPS], 2025 Division of Revenue Amendment Bill, 2025 Adjustments Appropriation Bill, 2025 Special Appropriation Bill
The Standing Committees on Appropriations invites stakeholders and interested parties to submit written submissions or indicate intention to make oral presentations on the 2025 Medium Term Budget Policy Statement (MTBPS) that was tabled before Parliament on 12 November 2025 and the 2025 Special Appropriations that was introduced by the Minister of Finance on 26 September 2025.
The Minister of Finance tabled the 2025 MTBPS (including the Division of Revenue Amendment Bill and the Adjustments Appropriation Bill) in accordance with section 6 (1) and section 12 of the Money Bills and Related Matters Act No. 9 of 2009 (as amended) (the Act). The National Assembly and National Council of Provinces' Appropriations Committees are required according to the Act, to consider and report on the following issues:
- the spending priorities of national government for the next three years;
- the proposed division of revenue between the spheres of government and between arms of government within a sphere for the next three years; and
- the proposed substantial adjustments to conditional grants to provinces and local government, if any.
The 2025 Special Appropriations was introduced in terms of the Act, to appropriate additional funds for the requirements of the Vote on Health for the 2025/26 financial year. The Bill seeks to address the shortfall that emanated from the withdrawal of international donor funding to the health sector; and to provide for matters connected therewith.
