Have Your Say: The Ad Hoc Committee to Investigate Allegations of LT Gen Mkhwanazi Invitation for Public Submissions
On 23 July 2025, the National Assembly resolved to establish an ad hoc Committee,
“the committee to -
- investigate the veracity and implications of the allegations made by Lieutenant General Mkhwanazi, including:
- the allegedly unlawful decision by Police Minister Mr Senzo Mchunu to disband the PKTT;
- the allegedly unlawful removal of 121 case dockets from the PKTT on the direction of the Deputy National Commissioner Shadrack Sibiya;
- the alleged moratorium by Minister Mchunu on filling vacancies within the South African Police Services’ (SAPS) Crime Intelligence Unit;
- the nature and implications of relationships between the senior leadership in the Police and certain members of the public;
- whether the award of a R360 million contract to Mr Vusimuzi Matlala’s company for the provision of healthcare services to SAPS was irregular; and
- the alleged interference by the Investigative Directorate Against Corruption (IDAC) in police matters, including jurisdictional issues;
- consider the need for legislative, policy, and institutional reforms to restore public confidence in the criminal justice system;

- report to the Assembly by no later than 31 October 2025.”
The ad hoc Committee to Investigate the Allegations of Lieutenant General Mkhwanazi (“the Committee”) is conducting an enquiry to assess the veracity, extent, and implications of wide-ranging allegations regarding security matters made by Lieutenant General Nhlanhla Mkhwanazi (“Lt Gen Mkhwanazi”), the Provincial Commissioner of KwaZulu-Natal, on 6 July 2025, during a media briefing on the work of the Political Killings Task Team (PKTT).
The Committee has agreed to conduct the enquiry in accordance with the provisions of the Terms of Reference, which may be varied or amended in line with its objectives. The Terms of Reference are available from the Committee Secretariat or Parliament’s Website.
Section 59(1)(a) of the Constitution creates an obligation on the Committee to facilitate public involvement in its processes, it being necessary that individuals and all interested parties are offered a reasonable opportunity to be informed of the work of the Committee and to have an adequate say.
The Committee invites individuals and interested organisations to make written submissions on matters pertinent to the scope of the enquiry, as detailed in the Terms of Reference, that may assist it in fulfilling its mandate.
Only submissions which relate to the scope of the enquiry will be considered by the Committee.
Written submissions, including supporting documentation, intended to place evidence before the Committee must be provided under oath or affirmation. Individuals or organisations requiring assistance in preparing a sworn statement or submitting evidence are encouraged to notify the Committee so that appropriate support can be arranged.
