Invitation to the Public to Furnish Information to the Standing Committee on Public Accounts – Oversight Enquiry in Respect of the Road Accident Fund

The Standing Committee on Public Accounts (“the SCOPA”), established in terms of National Assembly Rule 242, is conducting an Oversight Enquiry into Evidence and Allegations of Maladministration; Financial Impropriety and the Misuse of Public Funds at the Road Accident Fund (‘RAF’) and Related Matters.

The purpose of the Oversight Enquiry is, inter alia, to:
a) test the allegations and evidence to determine whether there has been any non-compliance with laws or policies applicable to the RAF; and
b) make recommendations on what action, if any, ought to be taken to remedy such non-compliance.

The SCOPA invites persons to furnish relevant information, in writing, by no later than 21 July 2025, for the purpose of assisting the SCOPA in its Oversight Enquiry. Information must:
a) relate to the matters identified in the parameters of the Oversight Enquiry as contained in section 4 of the Terms of Reference adopted on 1 July 2025; and
b) fall within the oversight mandate of the SCOPA.

2.    Delivered in hard copy to 90 Plein Street, Cape Town by arrangement with the Secretaries of the Committee, Mr Denzil Bowman and/or Ms Ntombi Nkabinde on 0834062238 or 0837098474 respectively. 

3.    By calling the Secretaries on the telephone numbers above on or before 11 July 2025, to make arrangements to meet with a Parliamentary Legal Adviser for the purpose of making a statement under oath or handing over of any information or evidence.


Any individual or organisation may, if necessary, be requested to provide oral amplification of information provided under oath before the SCOPA in terms of the Powers, Privileges and Immunities of Parliament and Provincial Legislatures Act, 2004.  

Where the SCOPA is unable to deal with information provided, due to time constraints or other limitations, it may refer such information to an appropriate law enforcement agency or other government body for further consideration.
