Have Your Say: Division of Revenue Amendment Bill [B29 – 2026] Adjustments Appropriation Bill [B30 – 2026] Special Appropriation (2026/27 Financial Year) Bill [B31 – 2026]
The Select Committee on Appropriations invites stakeholders and interested parties to make written submis-sions on the 2026 Medium Term Budget Policy Statement (MTBPS) that was tabled before Parliament on 21 October 2026.
The Minister of Finance tabled the 2026 MTBPS (including the Division of Revenue Amendment Bill, the Adjustments Appropriation Bill and the Special Appropriation for 2026/27 financial year Bill in accordance with section 6(1) and section 12 of the Money Bills and Related Matters Act No. 9 of 2009 (the Act). According to the Act, the National Assembly and National Council of Provinces’ Appropriations Committees are required to consider and report on the following issues:
- the spending priorities of national government for the next three years;
- the proposed division of revenue between the spheres of government and between arms of government within a sphere for the next three years; and
- the proposed substantial adjustments to conditional grants to provinces and local government, if any.

- Submissions and/or an indication of your intention to make a verbal presentation must be received by no later than 16:00 on Tuesday, 17 November 2026.
Adjustments Appropriation Bill [B30 – 2026] and Special Appropriation (2026/27 Financial Year) Bill [B31 – 2026]:
- Wednesday, 02 December 2026 Submissions and/or an indication of your intention to make a verbal presentation must be received by no later than 16:00 on Monday, 30 November 2026.
