National Assembly: Procedural Adviser (2 Posts)

The successful candidate will be responsible for providing procedural advice and guidance related to proceedings and processes of the National Assembly and House Committees.

Key Performance Areas Include:
  • Provision of plenary and non-related procedural advice, guidance and support 
  • Provision of advice and support to mini-plenaries, joint- and plenary sittings of the national assembly 
  • Management of the creation and review of Institutional memory instruments and material on plenary and non-plenary matters 
  • Undertaking research on Parliamentary procedure and co-ordination of publication of research papers 
  • Coordination of processes related to rulings by Presiding Officers. 
  • Management of support for external parliamentary interaction 
  • Contribution to governance processes of the division 
  • Management of the scrutiny of committee reports and monitoring and tracking of house resolutions 
  • Coordination of processes for the appointment of non-elected office bearers.
Minimum Requirements:
  • Relevant 4 year Degree/Post graduate Diploma/M Tech Degree and 5 years’ experience.
Skills Requirements:
  • Thorough knowledge of Parliamentary processes and procedures and constitutional framework 
  • High level written and oral language skills 
  • Sound organisational and administrative skills 
  • Ability to facilitate teamwork 
  • Interpersonal skills 
  • Ability to work long and irregular hours under sustained pressure.
