Parliament is elected to represent the people, ensure government by the people under the Constitution and to represent the provinces under the national sphere of government.
CONSTITUTIONAL AND LEGAL SERVICES OFFICE
The successful candidate will lead a team that provides a legal advisory service to Parliament and all Components of the Parliamentary Service.
Key Performance Areas Include:
- Providing legal advice (written and oral) to the Presiding Officers, Parliamentary Committees and the Secretary to Parliament
- Drafting legal instruments
- Assisting attorneys and counsel representing Parliament in litigation and dispute resolution.
Minimum Requirements:
- A 4-year Law degree (preferably with a Master’s degree in Law) with majors in Constitutional and Administrative Law and Admission as an Advocate/Attorney of the High Court
- Minimum 8 years’ post-admission experience as a Legal Adviser
- Litigation Management experience will be a distinct advantage.
Skills Requirements:
- Experience and knowledge of relevant branches of the Law, such as Constitutional Law (including Parliamentary Law), Administrative Law, Labour Law, Law of Contract, Public International Law
- Knowledge of South Africa’s Electoral System, Parliamentary and House procedures, as well as the political climate and environment
- Knowledge of Committee procedures
- Knowledge of Civil court procedures
- Sound oral and written communication skills
- Presentation
- Planning and prioritising
- Advanced Ms Office suite
- Interpersonal and legal drafting skills.

Successful candidates must sign a performance agreement annually.
Remuneration comprises a cost-to-company package, which incorporates all the large-company benefits. The Parliamentary Services Administration promotes and applies the principles of affirmative action and equal opportunity. Successful candidates will be expected to sign a performance contract.
