Parliament, Wednesday, 21 February 2024 – The Portfolio Committee on Public Service and Administration welcomed the briefings it received yesterday on the performance of the National School of Government (NSG), the Centre for Public Service Innovation (CPSI), and the Public Service Commission (PSC) during the 2019 to 2024 financial years. The committee heard that in improving the capabilities of public servants, the NSG is introducing a suite of compulsory courses, covering areas such as ethics and anti-corruption, senior management and supply-chain management, as well as ways to improve service delivery. A great deal of work has been done in this regard, the NSG said. Over the past five years, the NSG has trained over 298 000 learners and generated revenue from course fees in excess of R400 million. Courses offered include Nyukela, the compulsory induction programme, Project Khaedu, Ethics in the Public Service, Economic Governance School and other executive education courses. Meanwhile, e-learning enrolments exceed 200 000 learners. The committee also heard that over the past five years, the CPSI entrenched the culture and practice of innovation in the public sector. In meeting its mandate on supporting corporate governance, the CPSI ensured that accountability and the efficient, effective and economic use of allocated resources was achieved, thereby meeting one of the government’s goals in the National Development Plan. Furthermore, this is a cross-cutting outcome that impacts on the government’s seven priorities in the sixth administration. During the engagement between the committee and the department, the Chairperson of the committee, Ms Teliswa Mgweba, said the progress reported arose out of the ground-breaking innovations that the department through its entities is making to transform the South African public service. The Minister of Public Service and Administration, Ms Noxolo Kiviet, who led the department in the meeting, informed the committee that the department managed to achieve these strong outcomes with a very limited budget.
