Parliament, Wednesday, 20 March 2024 – The Ad Hoc Committee on the General Intelligence Laws Amendment Bill completed the final clause by clause consideration of the Bill yesterday. The committee unanimously adopted the Bill with amendments proposed and the omission of clauses contained in the interim report that was referred back to the committee for further consideration by the National Assembly on 19 March 2024.

The committee also unanimously adopted its report on the process followed on the Bill, which included public engagements in various provinces as well as engagements with interested and affected parties whose views they received on the Bill. The committee also engaged with stakeholders and civil society organisations to receive formal presentations on specific clauses of the Bill. Furthermore, the committee solicited written views from the broader society through an advert published in local and national print and social media in accordance with section 59(1)(a) of the Constitution. The committee received over 23 000 written submissions.

These engagements culminated in a documented committee report on public participation that was published by Parliament. Following the adoption of the report, the committee engaged with the State Security Agency, Office of the Chief State Law Advisor and the Parliamentary Legal Advisor to receive respective responses to the report.

The committee report will now be referred to the National Assembly for its consideration.
