Parliament, Tuesday, 14 November 2017 – The Portfolio Committee on Telecommunications and Postal Services has welcomed a presentation on the Ikamva National eSkills Institute (iNeSI) Bill roadmap.

According to the Department of Telecommunications and Postal Services, the Bill will establish iNeSI as a juristic person and a legal entity in terms of the Public Finance Management Act (PFMA).

The Department’s Deputy Director-General for State-Owned Companies Oversight, Mr Omega Shelembe, said that the iNeSI Bill was gazetted last week Friday for public comments.

Mr Jabu Mahlangu, the Chairperson of the Portfolio Committee, said: “Although we appreciate institutions of higher learning working together with the department on iNeSI, our concern is accessibility to the poor who live in rural areas.”

Mr Mahlangu said the Bill is necessary to provide an enabling environment for a coordinated response to the challenges posed by ICT’s rapidly expanding capacity, to ensure South Africa’s competitiveness.
