Monday, 20 November 2017 – The Speakers’ Forum of South Africa will receive the final report of the High Level Panel (HLP) at a special forum meeting to be held at the Sandton Convention Centre in Johannesburg on 21 November 2017. The special meeting of the Speakers’ Forum will be followed by a cocktail where the report and the response of the Legislative Sector of South Africa will be unveiled to the media and stakeholders.

The Speakers' Forum, a structure that drives collaborative programmes of the South African Parliament and the Provincial Legislatures (under the banner of the South African Legislative Sector), established and mandated the HLP under the leadership former President Kgalema Motlanthe in January 2016 to assess the impact of legislation passed by Parliament and Provincial Legislatures since the advent of freedom and democracy in 1994.

The seventeen-member HLP is composed of eminent persons and experts in various fields, who were segmented to focus on three key areas which are:

  • Poverty, unemployment and the equitable distribution of wealth;
  • Land reform, sustainable livelihoods and rural development and security of tenure; and
  • Social cohesion and nation building.

The HLP crisscrossed South Africa conducting public hearings organised and hosted by the 9 Provincial Legislatures and funded by the South African Legislative Sector. These hearings focused on how legislation had affected people’s lives and contributed in advancing the country’s and transformation from apartheid to a prosperous society envisaged in the Constitution. The Speaker’s Forum is expected to outline its position on numerous matters raised in the report, as well as chronicle a way forward on how the fifth term of the legislative sector would use the findings and recommendations of the HLP to remodel itself and sharpen its interventions to accelerate the development and betterment of people’s lives.
