Parliament, Wednesday, 7 June 2017 – The Standing Committee on Public Accounts (Scopa) has decided to hold another hearing with the Department of Correctional Services to answer questions on issues of financial mismanagement, particularly around the procurement of the Integrated Inmate Management System (IIMS) and R DOMS pilot system.

Scopa heard today that the R DOMS pilot system, which cost R43m, had failed and had to be replaced by the IMMS. Furthermore, it appeared that there had been no consequence management has a result of this failure. The Committee would like further clarity on these contracts.

The Committee has also resolved to request the State Information Technology Agency (Sita) to attend the next hearing between Scopa and the Department of Correctional Services, so that Sita can account for its involvement with the R DOMS contract. Scopa is also interested to find out which members were part of the ineffective steering committee that made decisions on these contracts. The Committee has also requested the department to provide Scopa with a detailed report of the R378m Integritron Integrated Solutions charged for the IIMS.

Scopa has also requested a detailed list on the condoned cases, including who was involved and the amounts involved. Scopa will also engage the Special Investigating Unit (SIU) to check on those cases involving the department. The Committee has also requested detailed information on monies owed to and by the department. Scopa has also request the department to submit a properly detailed document on conflict of interest by Friday, 9 June 2017.

Scopa has decided to hold the hearing with the department next week Wednesday, 14 June 2017, after the National Assembly plenary.
