Parliament, Thursday, 11 July 2019 – The Standing Committee on Appropriations (SCOA) invites stakeholders and interested parties to make written submissions on the proposed amendments and technical corrections to the 2019 Appropriation Bill (the Bill) that was tabled in Parliament by the Minister of Finance on 3 July 2019.

The Money Bills Amendment Procedure and Related Matters Amendment Act, Act No 13 of 2018 (the Act), requires Parliament to conduct public hearings and to report on the Bill. The amendment relates to the authorisation of R17.652 billion to Eskom, which has been authorised by the Minister of Finance on 2 April 2019. This authorisation was done through section 16(1) of the Public Finance Management Act, 1999 (PFMA). Furthermore, technical corrections were tabled by the Minister of Finance to give effect to the revised Cabinet portfolios as announced by the President of the Republic of South Africa on 29 May 2019 during his State of the Nation Address.

Stakeholders and interested parties are welcome to make written submissions by the end of business on Thursday, 18 July 2019. The Standing Committee on Appropriations will consider the proposed amendments and technical corrections on Friday, 19 July 2019 in Parliament.
