Parliament, Sunday, 13 August 2017 – The Portfolio Committee on Rural Development and Land Reform will tomorrow host the next leg of the nationwide public hearings on the Communal Property Associations Amendment Bill [B12-2017] in Rustenburg, North West.

The Bill is intended to remedy some of the challenges that have been identified in the implementation of the principal Act, which was passed in 1996. Some of these challenges include the absence of a provision enabling the department to intervene in cases of disputes and the unilateral decision making of the CPA by the Executive without contribution from the majority of the beneficiaries. The bill seeks to strengthen the governance of CPAs aimed at ensuring that CPAs function effectively to ensure success of land reform projects.

The Committee will hold hearings in all provinces to enable extensive contributions from communities affected by the Act.
